The Community Library Project (TCLP) is dedicated to building a publicly owned, free library system that is accessible to everyone. It currently runs three libraries in Delhi NCR, serving around 14,000 members six days a week, and has supported several organizations in Delhi and beyond to set up inclusive community libraries. As a member organization of the Free Libraries Network (FLN), TCLP works to challenge the historical exclusion from reading and the normalization of the lack of libraries in India. TCLP functions as a learning lab, continually developing and sharing practices for running effective community libraries in diverse contexts. By demonstrating that free community libraries can thrive, TCLP aims to influence public leaders to invest in robust library systems across the country.
Role Summary
We are looking for a Leadership Development Lead with strong experience in team management, community organising, and project management. The Lead will be responsible for managing and developing a team, overseeing project implementation, and ensuring effective community engagement and organising. We are looking for someone with strong leadership, communication, mentoring, facilitation, and organisational skills, who can build an accountable, collaborative, and high-performing team.
The Head of Leadership Development is responsible for the conceptual leadership, design,
implementation, and growth of TCLP’s Leadership Development Department across two core
tracks:
● Student Leadership Development (ages 13–18)
● Youth & Community Leadership Development (ages 18+)
This role carries organisation-wide responsibility for building leadership as community ownership,
not as individual advancement. The position exists to ensure that TCLP’s libraries are run with, by,
and for the community, and that leadership development remains deeply rooted in politics that are
against class exploitation, and caste oppression and foster feminist, democratic, and
justice-oriented pedagogy.
The Head of Leadership Development stewards a long-term leadership pipeline—from student
leaders to youth leaders, community organisers, librarians, TCLP Leadership Council members and
library-movement activists—ensuring coherence across age groups, roles, and political purpose.
This role is about deepening, systematising, and sustaining leadership work that already
exists within TCLP.
Purpose of the Role
● To transfer ownership of libraries to the community through structured, sustained leadership
development.
● To develop leaders who think critically, act collectively, and organise communities around the
Right to Read and broader democratic rights.
● To ensure that leadership development at TCLP is pedagogically rigorous, politically
grounded, and operationally integrated with librarianship and organising.
● To strengthen systems that allow leadership development to be scalable, accountable, and
sustainable without dilution of values.

Requirements
- Master's degree in Social Work or equivalent in a relevant field.
- At least 2 years of experience in leading campaigns and managing teams
- Proven track record of developing and implementing successful campaigns that address systemic
injustice
- Strong understanding of intersectional analysis and community organizing
- Excellent leadership, communication, and project management skills
- Multilingual skills an asset
