Terms of reference (TOR)
1. BACKGROUND
Andhra Pradesh has achieved SDG targets for MMR (45) and is close for U5MR (27), yet absolute mortality remains high. Emerging challenges like urbanization, road safety, ECD delays, childhood NCDs, persistent mortality in rural areas, immunization gaps, and climate change impacts demand innovative, equity-driven solutions.
2. PURPOSE
Provide technical assistance to the Andhra Pradesh government for evidence-based planning, budgeting, and monitoring of MNCHA programs, aligned with UN ORGANIZATION country program targets.
3. PROGRAMME AREA
Health. Focus on strengthening capacities for equitable, resilient RMNCHA services.
(Output 101), immunization access for unreached groups
(Output 102), and resilient primary healthcare systems.
4. OBJECTIVE
To enhance institutional capacities, ensure vulnerable women and children access quality MNCHA services, and empower communities to demand these services.
5. MAJOR TASKS
1. Strengthen MNCH Services: Assess gaps using EPMM/ENAP; support high-impact interventions; improve EmONC; strengthen adolescent health (MHPSS, SRH).
2. Urban Health Strategies: Design strategies for urban slums; pilot innovative, digital-health-driven delivery models.
3. Enhance ECD: Develop an integrated ECD framework; build capacity of frontline workers on developmental delays.
4. Tackle Childhood NCDs: Design a prevention/management roadmap with school-based interventions.
5. Promote Child Road Safety: Support safe school zones; advocate for stronger laws.
6. Address Climate Change Impact: Develop action plans for heatwaves and nutrition security; advocate for child-sensitive policies.
7. Strengthen Immunization: Microplan for zero-dose children; implement BCC to address vaccine hesitancy.
8. Data-Driven Planning: Strengthen health information systems; use disaggregated data for equity.
9. Additional Tasks: As assigned by the supervisor.
6. KEY DELIVERABLES
- State action plans for SUMAN 2030, INAP 2030, & Midwifery (budgeted).
- 80% of SNCUs upgraded to Level-2B with CPAP.
- State Urban Health Strategy (budgeted).
- State Integrated ECD Framework (budgeted).
- EMTCT data analysis & reports for triple elimination.
- Regular ORS, zinc, and amoxicillin inventory reports.
- State action plan on climate change (heat, air, lead).
- State roadmap for NCD prevention in children (Sickle Cell, RHD, etc., budgeted).
- Progress report on PICU/PCOE and IMNCI.
- Regular field visit reports for AD/ABP programming.
- Documentation of human-interest stories.
- Status reports for RKSK & School Health.
- Progress report on RCH 2.0.
- Knowledge products (policy briefs, research articles).
7. QUALIFICATIONS & EXPERIENCE
- Essential: Medical (MBBS/BHMS/BAMS), Public Health, or Nursing graduate with PG in Paediatrics, OBGY, or Community Medicine/Public Health.
- Experience: Minimum 10 years in the MNCHA program/project management at the state level. UN/INGO experience preferred. Experience with state governments and national health programs is required.
- Skills: Strong analytical, negotiation, advocacy, and communication (oral/written) in English.
- Language: Fluent in Telugu (written and spoken).
- Competencies: Ability to work in multidisciplinary teams with government and civil society; proficient in MS Office, databases, and the internet; self-motivated and creative.
