JOB SUMMARY
We are looking for a Contracts & Billing Manager (10-12 Years of Experience) to own the full contracting cycle, from identifying and qualifying contractors, through rate negotiation and work order issue, to RA bill certification and final account closure. You will lead a team of quantity surveyors and billing engineers and be directly accountable for construction cost staying inside sanctioned budget. This role suits someone with a strong existing contractor network in Bengaluru, sharp commercial instincts, and the discipline to keep documentation audit-ready without being chased for it.
ROLES AND RESPONSIBILITIES
Contractor Sourcing & Qualification
- Identify, qualify and empanel contractors across all construction trades — civil, finishing, MEP, waterproofing, facade, aluminium, interiors and external development.
- Maintain a live contractor database with capability, capacity, financial standing, past performance and rate history.
- Run pre-qualification checks: registration, labour licence, PF/ESI compliance, statutory registrations, financial credentials, reference verification.
- Build depth in each trade never allow a single-source dependency on any critical activity.
Tendering & Negotiation
- Prepare tender packages: scope of work, BOQ, technical specifications, drawings and commercial terms.
- Float enquiries, run pre-bid meetings, prepare comparative statements and drive negotiation to closure.
- Carry out rate analysis and benchmarking against internal budget and prevailing market rates; justify every variance.
- Finalise work orders within sanctioned budget and defend the commercial position where it is challenged.
Contract Administration
- Draft, review and issue work orders and contract agreements covering scope, rates, timelines, payment terms, retention, security deposit, defect liability, penalties and termination.
- Manage variations, amendments, extensions and renewals, every change documented, priced and approved before execution.
- Monitor contractor performance against agreed terms; issue notices where obligations are not met.
- Resolve contractual disputes and claims promptly and on record, so that project timelines are not held hostage to commercial disagreement.
- Close final accounts and release retentions in line with contract terms and defect liability completion.
Billing & Cost Control
- Lead the QS and billing team on measurement, RA bill certification, deviation tracking and reconciliation.
- Certify contractor bills against actual measured work, approved rates and material reconciliation.
- Track committed cost versus budget by package and flag overruns early enough for corrective action.
- Reconcile material issued to contractors and recover shortfalls.
- Own the cost report that goes to management every month.
Compliances & Risk
- Ensure every contract complies with applicable Indian law and Karnataka state regulation, Contract Labour (R&A) Act, BOCW Act, GST, TDS, labour cess and applicable safety and building regulation.
- Confirm contractor statutory compliance before bill release; we carry principal-employer liability and it is not to be discovered during an audit.
- Identify commercial and contractual risk early, scope gaps, ambiguous rates, escalation exposure, contractor financial stress and mitigate before it becomes a claim.
- Stay current on construction law, industry rate movement and material price trends.
Team Leadership
- Lead, allocate and review the work of quantity surveyors and billing engineers across projects.
- Set measurement and documentation standards and enforce them consistently.
- Build technical capability in the team, rate analysis, measurement discipline, contract reading.
Documentation & Reporting
- Maintain complete, organised and retrievable contract records, agreements, work orders, correspondence, variations, certified bills, closure documents.
- Publish a monthly contracts and billing dashboard: package status, committed versus budgeted cost, deviation summary, bill certification ageing, contractor performance.
- Keep documentation audit-ready at all times for statutory audit, internal review and due diligence.
KEY REQUIREMENTS
Essential
- B.E./B.Tech in Civil Engineering, or a Diploma in Civil with equivalent depth of experience.
- 10–12 years in contracts, QS or billing with a real estate developer or construction firm, including a minimum of 3 years leading a team.
- Established contractor network in Bengaluru across multiple trades.
- Strong command of rate analysis, BOQ preparation, measurement standards and RA billing.
- Working knowledge of contract law, GST and TDS as applied to construction contracts.
- Advanced Microsoft Excel / Google Sheets; ERP experience (In4suite, SAP, Tally or similar).
- MS Project or equivalent for programme tracking.
- Strong managerial, organisational and time management skills.
- Fluent in English and Kannada; Hindi an advantage.
Preferred
- Experience with a developer running multiple concurrent residential projects.
- Exposure to AutoCAD for drawing-based measurement verification.
- Track record of delivering a project package inside sanctioned budget with documented savings.
