Role Overview
The Senior Manager, Capital Project Controls will completely own the cost, commercial, and procurement discipline for our flagship greenfield data center development in Mumbai. Reporting directly to the APAC Capital Project Controls Director, you will bridge the gap between regional HQ strategy and relentless local execution, ensuring every rupee of capital is planned, committed, and reported with absolute rigor from site acquisition through to facility handover.
Key Responsibilities
1. Cost Planning & Project Controls
- Own cost planning, forecasting, and master financial reporting for the India portfolio, delivering regular forecast-to-completion and variance updates to APAC leadership.
- Build and maintain a localized Mumbai construction cost benchmarking database (civil, structural, fit-out, and heavy MEP).
- Implement and enforce strict cost control procedures across all packages, establishing clear change order governance and budget reforecast triggers.
- Lead project Value Engineering exercises to optimize overall capital efficiency.
2. Procurement & Contract Management
- Execute end-to-end tendering processes (documentation, evaluation, negotiation, execution) for multi-million dollar packages including General Contracting (GC), civil/MEP subcontractors, and long-lead equipment.
- Administer contracts through delivery (variations, claims, EOTs, and milestone payments) strictly within approved terms and global delegation of authority (DOA) frameworks.
- Build and qualify a robust, resilient network of tier-1 local vendors and contractors to support a multi-facility development roadmap.
3. Risk & Stakeholder Management
- Own and maintain the project commercial risk register, updating it to reflect procurement outcomes and changing market conditions.
- Serve as the primary commercial counterpart for external cost consultants, general contractors, and utility partners.
Required Profile & Qualifications
- Experience: 15+ years of proven experience in capital project controls, quantity surveying, cost management, or commercial procurement.
- Sector Focus: A definitive background managing large-scale, high-budget construction projects (USD $100M+ value). Direct experience within pure-play Data Centers, Hyperscale facilities, or ultra-critical, MEP-intensive industrial builds is strongly preferred.
- Local Market Intelligence: Deep, practical knowledge of the Mumbai/Maharashtra vendor ecosystem, local contracting nuances, GST applicability, and regional regulatory dynamics.
- Technical Skills: Proficiency in advanced cost management software (e.g., CostX, Buildsoft) and complex financial tracking tools.
- Education: Bachelor’s degree in Quantity Surveying, Engineering, or Construction Management. A professional credential (RICS, CIOB, PMP) or a top-tier post-graduate qualification (e.g., NICMAR / IIM) is highly desirable.
