Regional Procurement Sourcing Manager – Capital Projects

About the Role
We are looking for an experienced Procurement / Strategic Sourcing professional to lead commercial procurement activities across capital projects and multiple indirect spend categories.
The role will own sourcing strategy, competitive tendering, bid analysis, commercial negotiations and contracting support while partnering closely with Construction, Facilities, Engineering, Design, Finance, Legal and EHS teams.
Key Responsibilities
- Develop sourcing and tendering strategies aligned with project schedules and design maturity.
- Lead end-to-end RFI/RFP/RFQ processes, bidder communications and bid walks.
- Perform detailed bid analysis and bid leveling, including scope, inclusions/exclusions, assumptions and schedule impacts.
- Lead commercial negotiations covering pricing, payment terms, retention, LDs, insurance, warranties, bonds and risk clauses.
- Support cost estimating, cost models, should-cost analysis and value engineering.
- Evaluate change orders, claims, progress payments and commercial issues.
- Support contract redlines, MSAs/SOWs, trade contracts and commercial schedules.
- Assess supplier/contractor commercial and delivery risks and recommend mitigation.
- Track procurement milestones, savings, cost vs. estimate and change-order trends.
- Build and maintain qualified bidder/supplier networks and provide market intelligence.
Required Experience & Skills
- 8+ years of experience in procurement, strategic sourcing or commercial procurement.
- Strong experience in capital projects / project procurement / indirect procurement.
- Hands-on experience with competitive bidding, bid leveling, cost analysis and contract negotiation.
- Exposure to categories such as capital equipment, precision-engineered fixtures, chemicals and related services.
- Strong understanding of commercial construction procurement and contracting.
- Excellent Excel skills for bid tabs, cost models and commercial analysis.
- Strong stakeholder management and negotiation skills.
Preferred
Experience in semiconductor, cleanroom, advanced manufacturing, laboratories, critical facilities or complex MEP-intensive projects is strongly preferred.
An engineering or technical background is an advantage.
