Purpose of the role: Own the financial control of the project, from budget setup to bill payment. The role keeps the approved budget current in the system, tracks spend against it, issues work orders that match client requirements, and certifies contractor bills strictly per the agreed contract.
Key responsibilities1. Budget maintenance in system
• Set up the approved project budget in the ERP/system (e.g. SAP, Oracle, or equivalent) by cost head, package and WBS code.
• Update the budget for approved revisions, change orders and re-allocations, with proper approval references.
• Keep budget master data, cost codes and commitments accurate and audit-ready at all times.
2. Budget vs actuals monitoring
• Track committed cost, actual cost and forecast-to-complete against budget for every cost head.
• Prepare monthly budget vs actuals (BvA) reports with variance analysis and reasons.
• Flag overruns, likely overruns and unutilised budget early to the Project Manager, with corrective options.
• Support cash-flow forecasting and cost reporting to management and the client.
3. Work order issuance
• Prepare and issue work orders and purchase orders in line with client requirements, approved scope, specifications and budget availability.
• Check scope, quantities, rates, payment terms and timelines against the client brief and tender documents before issue.
• Obtain internal approvals as per the delegation of authority matrix.
• Issue amendments for scope changes and variations, and keep a work order register up to date.
4. Bill certification as per contract
• Verify contractor and vendor bills against the work order, contract terms, BOQ rates and measurements.
• Cross-check quantities with site measurement records, joint measurement sheets and progress reports.
• Apply contractual deductions correctly: retention, advance recovery, material recovery, statutory deductions (TDS, GST checks) and penalties/LDs where applicable.
• Certify bills within agreed timelines and maintain a bill tracking register.
• Handle variation and extra-item claims per the contract's variation clause, with supporting justification.
5. Coordination and compliance
• Work with site engineers, procurement, finance and the client's representatives to resolve scope, quantity and payment issues.
• Ensure all documents support internal and external audits.
• Support contract close-out, final bill reconciliation and closing of work orders.
Qualifications and skills
Education: B.E./B.Tech in Civil Engineering, a degree in Quantity Surveying, or an MBA in Finance. A PGDM in Construction Management or NICMAR qualification is an advantage.
Experience: 4–8 years in project cost control, contracts or quantity surveying, preferably in infrastructure, industrial or real estate projects.
Technical skills:
• Hands-on with ERP systems (SAP MM/PS, Oracle or similar) for budgets, work orders and bill processing.
• Strong in rate analysis, BOQ, quantity take-off and measurement verification.
• Working knowledge of contract conditions (FIDIC or standard contract forms), variations and claims.
• Familiar with GST, TDS and other statutory deductions on contractor bills.
• Advanced Excel for cost tracking and reporting.

• Clear communication with site teams, finance and client representatives.
