Raj Engineering Co. is a Mumbai-based manufacturer of pressure vessels, heat exchangers and process equipment, established in 1973. We hold the ASME “U” Stamp and ISO 9001 / 14001 / 45001 certifications, and supply code-stamped equipment to oil & gas, refinery, petrochemical, fertilizer and industrial gas clients in India and overseas, working with leading EPC contractors and licensors.
ROLE SUMMARY
We are looking for an Estimation Engineer to own the complete estimation and techno-commercial proposal cycle for static equipment enquiries – from RFQ review and material take-off through costing, offer preparation, query resolution and revised offers – ensuring every bid is technically compliant, fully costed and submitted on time.
KEY RESPONSIBILITIES
1. Enquiry Review & Estimation
• Study RFQ packages – data sheets, MR/specifications, GA drawings, P&IDs, standard specs and client/PMC requirements (EIL, Technip Energies, Toyo, Ril etc.).
• Prepare complete estimates for pressure vessels, columns (incl. clad columns), reactors, shell & tube heat exchangers, receivers and skids to ASME Sec. VIII Div. 1, TEMA and client specifications.
• Prepare material take-off and grade-wise BOQ – plates, forgings, pipes, fittings, internals, fasteners, gaskets – with each material grade listed separately.
• Build costing in the company’s standard costing sheet format – raw material, bought-outs, fabrication labour, NDT/PWHT/testing, inspection (TPI/IBR), painting, packing, freight and overheads – using current market rates.
2. Vendor Enquiries
• Float enquiries and obtain quotations for raw materials, forgings, bought-out items (gaskets, fasteners, internals, instruments) and sub-contracted services (cladding, machining, PWHT, galvanising) from approved vendors.
• Prepare comparative statements and maintain an updated database of material rates and vendor offers.
3. Technical Offer
• Prepare technical offers covering scope of supply, design data, clarifications, assumptions, deviations and exclusions, spares, fabrication/delivery schedule, QAP basis and shipping details.
• Prepare duly filled compliance statements, deviation lists, quotation checklists and bid forms as per client requirements.
4. Commercial Offer
• Prepare commercial offers with price breakdown, optional/unit prices, payment terms, delivery, taxes, validity, bank guarantee/LD terms and other commercial conditions.
• Submit offers through client portals / e-mail within the bid due date, after internal review and approval.
5. Post-Bid Activities
• Reply to technical and commercial queries (TQs/CQs) from clients and EPC contractors.
• Attend techno-commercial clarification meetings and negotiations.
• Prepare and submit revised techno-commercial offers incorporating all correspondence to date.
• Hand over estimation basis and costing to execution/planning teams on order finalisation; maintain enquiry and offer register.
QUALIFICATIONS & EXPERIENCE
• B.E. / B.Tech in Mechanical Engineering (Diploma with strong relevant experience may be considered).
• 3 – 6 years of experience in estimation / proposals for static equipment with a pressure vessel or heat exchanger fabricator serving refinery, petrochemical, fertilizer or oil & gas clients.
• Hands-on experience with projects for Indian PSUs (IOCL, BPCL, HPCL, ONGC, RIL) and EPCs (EIL, Technip Energies, Tecnimont, L&T, Tata Projects, Petrofac, etc.) is preferred.
TECHNICAL SKILLS
• Working knowledge of ASME Sec. II & VIII Div. 1, TEMA; exposure to IBR, PED or EN 13445 is an advantage.
• Understanding of materials (CS, LTCS, low-alloy Cr-Mo, SS, duplex, clad/overlay) and their cost drivers.
• Understanding of fabrication processes – rolling, welding, NDT, PWHT, hydrotest, painting – and their impact on cost and schedule.
• Advanced MS Excel (formula-driven costing sheets), MS Word; ability to read GA drawings in AutoCAD.
• Familiarity with PV Elite is desirable.
PERSONAL ATTRIBUTES
• Accuracy and attention to detail; ability to meet tight bid deadlines while handling multiple enquiries.
• Good written and verbal communication in English for client correspondence; Hindi/Marathi is an advantage.
• Analytical, cost-conscious and willing to learn; works well with design, purchase and production teams.
