About the Role
We are looking for an experienced and result-oriented Project Manager – Government Construction Projects to lead and manage large-scale government building construction projects from planning and execution through completion and handover.
The ideal candidate should have strong experience in building construction, government projects, contractor/subcontractor management, project planning, billing, quality control, safety, client coordination, and government department procedures.
Key Responsibilities
1. Project Planning & Execution
- Plan, manage and execute government building construction projects as per approved drawings, specifications, BOQ and contractual requirements.
- Develop project execution plans, construction schedules and resource plans.
- Monitor project progress against approved timelines and milestones.
- Ensure timely completion of project activities within approved cost, quality and schedule.
- Identify project delays, constraints and risks and implement corrective actions.
2. Government Client Coordination
- Coordinate effectively with Government Departments, Government Authorities, PMC/Consultants, Architects, Engineers and other stakeholders.
- Attend project review meetings and provide regular progress updates.
- Understand and ensure compliance with government tender conditions, contract requirements and departmental procedures.
- Coordinate inspections, approvals, measurements and certifications with the concerned authorities.
- Maintain professional relationships with government officials and consultants.
3. Construction Management
- Supervise overall construction activities including:
- RCC and structural works
- Masonry and plastering
- Flooring and finishing
- Waterproofing
- Doors, windows and façade works
- Plumbing and sanitary works
- Electrical works
- HVAC and MEP services
- Fire-fighting systems
- External development and infrastructure works
- Ensure construction is executed as per approved drawings, technical specifications and applicable standards.
- Review construction methodologies and resolve technical issues at site.
4. Project Cost & Billing
- Monitor project cost against approved BOQ and budget.
- Review measurements, RA Bills, subcontractor bills and client billing.
- Coordinate with the billing/quantity surveying team for timely submission and certification of bills.
- Monitor variations, extra items, deviation statements and rate analysis.
- Assist in preparing and submitting claims, extension of time (EOT) and other contractual requirements.
5. Quality Control
- Ensure construction quality complies with approved specifications, drawings and applicable codes/standards.
- Coordinate with the QA/QC team for inspections and testing.
- Ensure proper documentation of material approvals, test reports, inspection requests and quality records.
- Take corrective action for quality deviations and ensure closure of observations.
6. Team & Contractor Management
- Lead and manage project engineers, site engineers, supervisors, QA/QC, planning, billing and other site staff.
- Allocate responsibilities and monitor team performance.
- Manage contractors, subcontractors, vendors and suppliers.
- Ensure adequate manpower, machinery and materials are available as per project requirements.
7. Safety & Compliance
- Ensure strict compliance with project safety policies and statutory requirements.
- Coordinate with the EHS/Safety team to maintain safe working conditions at the project site.
- Ensure appropriate PPE, work permits and safety procedures are followed.
- Take immediate action in case of unsafe practices or conditions.
8. Documentation & Reporting
- Maintain proper project documentation and records.
- Review daily, weekly and monthly progress reports.
- Monitor DPR/MPR, project schedules, material status, manpower deployment and work progress.
- Maintain records of drawings, approvals, correspondence, measurements, inspections and site instructions.
- Prepare project status reports for senior management.
Required Skills & Competencies
- Strong knowledge of building construction and project execution.
- Strong understanding of government construction contracts and tender procedures.
- Good knowledge of BOQ, billing, measurements, rate analysis and quantity management.
- Knowledge of project planning and scheduling.
- Strong leadership and team management skills.
- Excellent client and consultant coordination skills.
- Ability to manage multiple contractors and subcontractors.
- Strong problem-solving and decision-making abilities.
- Good knowledge of MS Excel, AutoCAD and project management/planning software.
- Knowledge of CPM/PERT, Primavera or MS Project will be an advantage.
- Strong communication, negotiation and reporting skills.
Eligibility
- Qualification: B.E./B.Tech in Civil Engineering.
- Experience: Minimum 10 years, preferably 12–15 years, in civil construction/project management.
- Candidates must have substantial experience in building construction projects.
- Experience in Government / PSU / Semi-Government construction projects is highly preferred.
- Experience in handling projects from execution through completion and handover will be preferred.
