With expanded manufacturing capabilities and a growing presence across South India, we are establishing a dedicated Government Business and Tendering division to serve government departments, PSUs, urban-development agencies, infrastructure contractors and institutional clients.
Role Overview
We are looking for an experienced Government Business and Tendering professional to establish, develop and lead our government, PSU, institutional and EPC business.
The selected candidate will be responsible for identifying suitable government opportunities, managing the complete tendering lifecycle, developing relationships with government departments and contractors, and converting qualified opportunities into profitable orders.
This is not merely a tender-documentation role. The candidate must be capable of combining tender management, government business development, stakeholder engagement, commercial evaluation and order conversion.
Key Responsibilities
Government Business Development
- Develop and execute the company’s government, PSU and institutional sales strategy.
- Identify business opportunities with central and state government departments, municipal corporations, PSUs, smart-city agencies, urban-development authorities, railways, airports, ports, electricity utilities and infrastructure organisations.
- Build relationships with government officials, consultants, project-management consultants, EPC contractors, electrical contractors and system integrators.
- Track upcoming government projects before tender publication and develop an early-stage opportunity pipeline.
- Represent Hakke Industries in pre-bid meetings, vendor-development meetings, technical discussions and government-industry interactions.
- Develop state-wise and department-wise government business plans.
Tender Identification and Qualification
- Monitor GeM, CPPP, state e-procurement portals, IREPS, PSU portals and other relevant tender platforms.
- Identify relevant tenders for poles, high-masts, lighting systems, gantries, steel structures, PEB and related infrastructure products.
- Review tender eligibility, technical specifications, BOQs, commercial conditions and contractual risks.
- Prepare a structured go/no-go recommendation for management before participation.
- Identify restrictive eligibility or specification conditions and coordinate pre-bid clarification requests wherever required.
- Track corrigenda, submission dates, pre-bid meetings, technical opening, commercial opening and reverse auctions.
Bid and Tender Management
- Manage the complete tendering process from opportunity identification through final submission.
- Prepare tender checklists, compliance statements, technical submissions, commercial documents and statutory declarations.
- Coordinate with design, estimation, production, quality, finance, legal, sales and project teams.
- Ensure timely arrangement of EMDs, tender fees, bank guarantees, performance guarantees and other financial instruments.
- Review and validate technical and commercial submissions before uploading.
- Manage online and offline tender submissions without missing deadlines.
- Participate in reverse auctions and price negotiations within approved commercial limits.
- Maintain complete tender records and document-version control.
Technical and Commercial Coordination
- Study BOQs, drawings, product specifications, inspection requirements, delivery conditions and installation scope.
- Coordinate with engineering and estimation teams for weight calculations, design requirements, product compliance and costing.
- Prepare technical deviation and compliance matrices.
- Evaluate freight, erection, civil-foundation, inspection, warranty, retention, finance and performance-guarantee costs.
- Ensure that bids are commercially viable and aligned with the company’s margin and risk policies.
- Analyse competitor pricing, awarded rates and reasons for winning or losing tenders.
EPC Contractor and Channel Development
- Track contractors participating in and winning relevant government tenders.
- Approach successful EPC, civil and electrical contractors for supply opportunities.
- Develop a database of government contractors, consultants, system integrators and project influencers.
- Generate enquiries and orders from contractors executing road, lighting, smart-city, railway, airport, industrial and urban-infrastructure projects.
- Establish long-term supply partnerships with qualified government contractors.
Order Conversion and Post-Award Coordination
- Lead commercial negotiations and secure purchase orders or government contracts.
- Coordinate contract review, inspection requirements, production planning, dispatch schedules and project execution handover.
- Ensure that contractual commitments are clearly communicated to internal departments.
- Support collection of completion certificates, performance certificates and client testimonials after execution.
- Build project credentials that improve eligibility for future government tenders.
- Support payment follow-up, retention release and closure of contractual obligations.
MIS and Performance Management
- Maintain a live government-opportunity and tender tracker.
- Provide weekly reports covering identified tenders, qualified opportunities, submissions, technical qualification, commercial status and order conversion.
- Maintain department-wise, state-wise and product-wise sales pipelines.
- Track bid success rate, disqualification reasons, competitor activity, order value, gross contribution and receivable exposure.
- Present monthly government-business reviews to management.
Candidate Profile
- Bachelor’s degree or diploma in Engineering, Business Administration, Commerce or a related discipline.
- Approximately 8–18 years of relevant experience in government sales, institutional sales, project sales, tendering, bidding or public-sector business development.
- Proven experience handling government tenders from identification through submission, negotiation and order conversion.
- Hands-on knowledge of GeM, CPPP, state e-procurement portals, IREPS or major PSU tender portals.
- Experience with EMDs, bank guarantees, performance guarantees, reverse auctions, tender documentation and compliance management.
- Strong understanding of government procurement procedures and tender-contract conditions.
- Ability to interpret technical specifications, BOQs, eligibility criteria and commercial terms.
- Strong relationships with government departments, PSUs, consultants, EPC contractors or infrastructure organisations will be highly preferred.
- Excellent communication, negotiation, documentation and stakeholder-management skills.
- Willingness to travel extensively across India.
