Role OverviewWe are looking for an experienced Regulatory Approvals & Project Execution professional with 11+ years of experience in Solar and/or Wind renewable energy projects.
The candidate will be responsible for ensuring timely statutory and regulatory approvals throughout the project lifecycle, while also having hands-on project execution experience.
This is not a pure regulatory/compliance or government liaison role. The ideal candidate must understand renewable project execution and be capable of coordinating regulatory approvals from project initiation through test charge, commissioning and post-commissioning regularization.
Key Responsibilities1. Regulatory Approvals & Project Execution- Manage regulatory approval activities across Solar, Wind and Hybrid renewable energy projects.
- Coordinate regulatory requirements alongside the project execution team from construction through commissioning.
- Ensure timely completion of CEIG approvals, including final approval after test charge.
- Coordinate with CEIG authorities for inspections, documentation, drawings, testing and final charging/approval requirements.
- Ensure DISCOM NOC is obtained before project test charge.
- Complete required SNA registration before project test charge.
- Coordinate and facilitate Net Metering approvals wherever applicable.
- Ensure completion of Net Metering activities following CEIG approval.
- Coordinate with project, electrical and commissioning teams to ensure regulatory requirements are aligned with project milestones.
- Ensure all statutory approvals required for project commissioning are completed within the planned schedule.
- Ensure solar generation/billing details are reflected in the customer's electricity bill after commissioning, wherever applicable.
- Ensure timely regularization and closure of all commissioned solar plants.
- Identify regulatory bottlenecks that may impact project commissioning and proactively resolve/escalate them.
- Maintain a project-wise regulatory approval tracker and ensure closure within agreed timelines.
2. Project Execution Coordination- Work closely with Project Managers, EPC, Engineering, Electrical, Construction, Commissioning and O&M teams.
- Understand and monitor project execution milestones including:
- Land/site readiness
- Electrical works
- Substation/switchyard works
- Transmission line/evacuation works
- Testing and commissioning
- Grid synchronization
- Test charge
- CEIG inspection/approval
- Final commissioning
- Participate in project review meetings and provide regulatory inputs affecting project schedules.
- Conduct periodic site visits to understand project progress and resolve regulatory/execution-related issues.
- Ensure regulatory activities are aligned with project commissioning and handover timelines.
- Support project teams in resolving issues involving electrical inspectors, DISCOMs, transmission utilities and other statutory authorities.
3. Data Collection & Regulatory Documentation- Share weekly regulatory approval status with Project Managers and senior management.
- Maintain project-wise trackers for CEIG, DISCOM, SNA, Net Metering and other statutory approvals.
- Communicate all regulatory approvals to customers and internal stakeholders.
- Submit hard copies of approvals/documents wherever required and obtain acknowledgements.
- Escalate project scope changes, regulatory risks and approval delays to customers and internal teams.
- Prepare/review and share CEIG drawings, SLDs and other regulatory documents with customers and authorities.
- Coordinate collection of all required CEIG, DISCOM, SNA and Net Metering documents from customers.
- Maintain complete regulatory documentation for audit and project handover purposes.
4. Government & Utility Liaison- Build and maintain effective working relationships with:
- CEIG / Electrical Inspectorate
- DISCOM officials
- STU/Transmission utilities
- SNA/State renewable-energy agencies
- SLDC/AP/State-level electricity authorities, as applicable
- Other government and statutory authorities
- Coordinate directly with government officials to facilitate timely processing of approvals and clearances.
- Track changes in state-wise regulatory requirements and advise project teams accordingly.
- Resolve regulatory bottlenecks through effective government liaison and stakeholder management.
5. Cost Control- Ensure regulatory approval activities are completed within approved project budgets.
- Monitor costs associated with regulatory approvals, statutory fees, liaisoning and external agencies.
- Identify opportunities for cost optimization in regulatory and approval processes.
- Review regulatory vendor/liaisoning costs and ensure commercial discipline.
6. Regulatory Vendor Management- Identify, evaluate and onboard regulatory liaisoning agencies/vendors.
- Finalize vendors based on project requirements, capability, geographical presence and regulatory expertise.
- Manage regulatory liaisoning vendors and monitor their performance.
- Ensure vendors achieve approval milestones within agreed timelines.
- Review vendor invoices and deliverables against completed regulatory activities.
7. Training & Regulatory Knowledge- Track changes in renewable energy regulations, CEIG procedures, DISCOM requirements, Net Metering rules, SNA requirements and government notifications.
- Share periodic regulatory updates with the FPEL team.
- Develop internal guidance/checklists for recurring regulatory processes.
- Conduct and participate in training programs to improve regulatory awareness among project and execution teams.
Mandatory Experience & QualificationsMust Have- 11+ years of total professional experience.
- Strong experience in renewable energy projects, specifically Solar and/or Wind.
- Hands-on project execution experience is mandatory.
- Experience managing projects from execution/construction through testing, commissioning and grid connectivity.
- Strong experience in CEIG approvals and statutory electrical approvals.
- Experience coordinating with DISCOMs and government authorities.
- Experience with project commissioning/test-charge activities.
- Experience working with project, EPC, engineering and commissioning teams.
- Strong understanding of renewable-energy project lifecycle.
Strongly Preferred- Experience in both Solar and Wind projects.
- Experience in Open Access renewable projects.
- Experience with SNA registration.
- Experience with Net Metering approvals.
- Experience with post-commissioning billing/regularization.
- Experience with grid synchronization, evacuation and transmission approvals.
- Experience with regulatory processes across multiple Indian states.
