Role Overview:
We are looking for an experienced Quantity Surveyor / Billing professional with a strong background in commercial interior fit-out projects. The role will be responsible for quantity surveying, estimation, BOQ preparation, billing, cost control, tendering, variation management, and overall commercial monitoring of projects.
The candidate will work closely with the Project, Purchase, Design, Accounts, and Management teams to ensure accurate measurement and billing, effective cost management, timely certification, and financial control throughout the project lifecycle.

· Client Billing and Subcontractor/Vendor Billing.
· Procurement and Tendering Support.
· Project Cost and Financial Management.
· Value Engineering and Cost Optimisation.
· Variation and Change Order Management.
· Commercial Risk Assessment and Mitigation.
· Monitoring project progress against agreed milestones.
· Managing commercial disputes, variations, and claims arising during project execution.
Responsibilities:
· Prepare and review Bills of Quantities (BOQ) based on drawings, specifications, and site requirements.
· Carry out accurate quantity take-offs and site measurements for commercial interior fit-out works.
· Estimate material and labour quantities, costs, and project time scales.
· Prepare client RA bills, final bills, subcontractor/vendor bills, reconciliation statements, and supporting documentation.
· Verify executed quantities at site against drawings, BOQs, work orders, and approved variations.
· Prepare cost estimates, project budgets, rate analyses, and cost comparisons.
· Prepare tender and contract documents, assess/evaluate bids and quotations, and assist in commercial negotiations.
· Review and analyse construction drawings, specifications, and scope of work for quantity and commercial implications.
· Conduct feasibility and cost assessments as required for projects.
· Monitor project costs against approved budgets, identify deviations, and prepare cost reports, billing status reports, and commercial MIS for Management.
· Coordinate with Project Managers, Site Engineers, Purchase, Design, and Accounts teams on billing, costing, and commercial matters.
· Identify, document, quantify, and manage variations, extra items, change orders, and additional works, including preparation and timely submission of variation statements for client approval/certification.
· Carry out material reconciliation and monitor consumption against estimated/project quantities.
· Identify potential commercial and financial risks and recommend appropriate risk-mitigation measures.
· Support value engineering and cost-saving initiatives without compromising project requirements or quality.
· Assist in resolving billing discrepancies, commercial disputes, contractual matters, and claims.
· Maintain complete and accurate documentation relating to measurements, bills, approvals, variations, contracts, and commercial correspondence.
Skills:
· Strong knowledge of commercial interior fit-out works, quantity surveying, estimation, costing, and billing.
· Good understanding of interior materials, specifications, execution methods, and construction practices.
· Strong knowledge of BOQ preparation, quantity take-offs, rate analysis, and reconciliation.
· Ability to interpret architectural, interior, MEP, and construction drawings.
· Strong analytical and numerical skills with attention to detail.
· Good understanding of budgeting, cost control, financial reporting, and project commercial management.
· Strong communication, coordination, and negotiation skills.
· Ability to identify commercial risks and provide practical solutions.
· Strong problem-solving and decision-making abilities.
· Proficiency in MS Excel and relevant estimation/billing software.
· Ability to coordinate effectively with clients, consultants, vendors, subcontractors, and internal project teams.
Qualifications:
· Graduate in Civil Engineering / Equivalent Qualification | 15 years of academic education.
· Minimum 5 years or more of relevant experience.
· Prior experience in Quantity Surveying/Billing for commercial interior fit-out projects is preferred.
· Candidates with hands-on experience in corporate offices, commercial spaces, hospitality, or similar interior fit-out projects will be preferred.
Candidates who are immediate joiners or available to join at short notice will be preferred.
