Position Profile
The Project Director – PIR is a senior strategic and operational leadership position responsible for the overall success of the Public Insurance Registry. During establishment, the role acts as programme owner providing leadership, governance and oversight of the SI. Following operationalisation, the role leads PIR as an ongoing national insurance information infrastructure, covering operations, technology and data, stakeholder engagement, service delivery, expansion and sustainability. The position requires an accomplished leader able to operate across insurance, technology, data, regulatory and institutional ecosystems while managing a major technology implementation and building PIR as a trusted and sustainable national infrastructure.
Job Purpose
Lead the establishment, operationalisation and long-term management of the Public Insurance Registry (PIR), envisaged as a Digital Public Infrastructure (DPI) for insurance. The role will provide overall programme leadership, stakeholder coordination and governance of the System Integrator (SI) during implementation, and subsequently lead PIR operations, technology, data, service delivery, ecosystem adoption, enhancement and sustainability.
Key Roles & Responsibilities
A. PIR Establishment & Programme Leadership
- Own the PIR programme and translate the approved vision into an actionable roadmap.
- Establish programme governance, reporting, review and escalation mechanisms.
- Coordinate with SI, project consultant, product owners, project teams and technical SMEs.
- Monitor scope, milestones, dependencies, risks, issues, quality and costs; drive pilots, integrations and go-live.
B. System Integrator Governance
- Support the RFP/evaluation process and act as the principal interface with the selected SI.
- Establish SI governance and performance management; monitor deliverables, timelines, quality, costs and contractual commitments.
- Oversee architecture, infrastructure, repositories, APIs/interfaces, interoperability, data standards, privacy/security, testing and go-live readiness.
- Ensure documentation, knowledge transfer and effective handover from SI to the PIR organisation.
C. Strategic & Organisational Leadership
- Set annual operating plans, strategic priorities and the long-term PIR road map.
- Lead multidisciplinary business, product, architecture, technology, data and operations teams.
- Establish an effective operating model and culture of accountability, innovation, collaboration and continuous improvement.
D. Transition & PIR Operations
- Lead transition from implementation to steady-state operations and ensure organisational, technology and governance readiness.
- Establish policies, processes, service standards, support, maintenance, business continuity and disaster-recovery arrangements.
- Oversee day-to-day service delivery, incidents, service levels, reliability, scalability and continuous improvement.
E. Technology, Data & Interoperability
- Provide strategic oversight of platforms, repositories, APIs and digital infrastructure, with security, performance, scalability and resilience as core tenets.
- Promote API-first data exchange and interoperability; oversee technology vendors and partners.
- Govern data quality, standards, identifiers, formats, validation and secure data exchange; work with participating institutions to resolve data issues.
F. Stakeholder & Ecosystem Management
- Build trusted relationships and engage insurers, reinsurers, intermediaries, financial institutions, government agencies, technology partners, researchers and other ecosystem participants.
- Drive structured engagement, issue resolution, feedback and adoption; position PIR as a trusted, neutral and collaborative ecosystem institution.
G. Expansion & Enhancement
- Identify new services, use cases, repositories and capabilities based on stakeholder needs and ecosystem readiness.
- Develop business cases and lead implementation of approved enhancements; ensure PIR evolves with insurance, technology and regulatory developments.
H. Governance, Compliance & Risk
- Ensure PIR operates within approved governance and applicable legal/regulatory requirements.
- Oversee data protection, privacy, cybersecurity, confidentiality, access management and auditability
- Maintain a comprehensive risk framework and ensure timely mitigation/escalation of significant risks.
I. Financial, Procurement & Resources
- Develop and manage annual operating and capital budgets; ensure prudent resource utilisation.
- Plan manpower, capability and infrastructure requirements and work with procurement on RFPs/RFQs.
- Oversee vendors, service providers and strategic partners and monitor contractual performance.
J. Performance Monitoring & Reporting
- Establish KPIs covering programme delivery, operations, technology, data quality, stakeholder participation, cost, quality and service levels.
- Maintain review cadence, dashboards and performance reports; report to the CEO and periodically to the PIR Steering Committee.
- Seek guidance on significant strategic/cross-stakeholder matters and implement Steering Committee decisions.
Reporting & Accountability
- Reports directly to the CEO for executive and administrative oversight, direction and guidance.
- Accountable to the PIR Steering Committee for successful establishment and operationalisation, SI performance, approved scope/milestones/budget/quality, service delivery, governance, compliance, cybersecurity, risk, stakeholder adoption and long-term sustainability.
- Responsible for implementing decisions and directions of the PIR Steering Committee.
Key Stakeholder Interfaces
- Internal: CEO, PIR Steering Committee, Board/Governing Bodies, PIR functional teams and relevant functions.
- External: Policyholders/public, insurers, reinsurers, intermediaries, regulators, banks/NBFCs/credit bureaus/rating agencies, government departments/agencies, researchers/academia/public policy institutes, System Integrator and technology partners.
Educational Qualification
- Essential: Postgraduate degree in Management, Technology, Engineering, Finance, Insurance or a related discipline.
- Preferred: Professional qualifications/certifications in Insurance, IT, Digital Transformation, Data Management, Project/Programme Management or Corporate Governance.
Experience & Eligibility
- 16–20 years of professional experience, including significant senior leadership responsibility.
- Proven leadership of large, complex, technology-enabled organisations, platforms or programmes.
- Experience executing a large-scale digital transformation within the last 5–7 years, with systems thinking and design thinking.
- Experience managing major multi-stakeholder implementation/transformation programmes and external technology partners/SIs/vendors.
- Experience leading multidisciplinary teams and cross-functional project development.
- Experience in insurance, financial services, market infrastructure, DPI or large-scale data platforms preferred; insurance exposure desirable but not mandatory.
- Experience engaging regulators, government agencies and senior institutional stakeholders is desirable.

Screening Criteria
- Bachelor's or Master's degree in Computer Science, Software Engineering, or a related field.
- 16–20 years of professional experience, including significant senior leadership responsibility.

- Experience in Large-scale digital transformation delivery; strong systems and design thinking.

- Exposure in NPCI, UIDAI, NHA/ABDM, GSTN, CDSL/NSDL, ONDC.
