ABOUT THE ROLE
We are seeking a Chartered Accountant / CA Professional to work with our PMC team on a project-by-project basis for Co-operative Housing Society Redevelopment Projects.
The professional will provide financial expertise across financial feasibility, project finance, cash-flow planning, taxation, GST, financial modelling, developer due diligence, project cost monitoring and MIS reporting.
The candidate will coordinate with the Society Managing Committee, PMC, Developer, Legal Consultant, Architect, Tax Consultant, Project Consultants, Lenders and other stakeholders as required.
KEY RESPONSIBILITIES1. Society Financial Assessment
- Review Society accounts, financial statements, liabilities, reserves, loans and outstanding dues.
- Assess the Society's financial position before commencement of redevelopment.
- Identify financial, accounting and taxation-related issues.
- Prepare project-specific financial assessment reports.
- Assess financial requirements during the redevelopment and transition period.
2. Financial Feasibility & Project Financial Modelling
- Prepare project-wise Financial Feasibility Reports and Financial Models.
- Analyse project revenue, development potential, project costs and profitability.
- Review construction costs, development charges, premiums, statutory charges, consultant fees, finance costs, marketing expenses, rehabilitation expenses and other project costs.
- Review assumptions used by developers in their financial proposals.
- Conduct scenario and sensitivity analysis for construction costs, sales values, project timelines, financing costs and development potential.
- Identify financial risks and assess overall project viability.
3. Project Cash Flow Planning & Reporting
- Prepare monthly, quarterly and annual project cash-flow projections.
- Prepare Project Cash Inflow vs. Cash Outflow Statements.
- Develop cash-flow schedules linked to project and construction milestones.
- Analyse expected project revenue against expenditure.
- Identify funding gaps, liquidity risks and cash-flow shortages.
- Prepare Cash Flow Variance Reports comparing actual vs. projected figures.
- Prepare project cost-to-completion and financial forecast reports.
- Analyse the impact of project delays and cost escalation on cash flow.
- Review developer funding plans and projected cash requirements.
- Prepare project-wise financial forecasting and monitoring reports.
4. Developer Financial Due Diligence
- Review developer balance sheets, P&L statements, audited financial statements and cash flows.
- Analyse net worth, borrowings, liabilities, working capital and liquidity.
- Review contingent liabilities and existing project commitments.
- Assess the developer's financial strength and capacity to execute the redevelopment.
- Examine internal accruals, bank finance, construction finance, investor funding and other funding sources.
- Identify financial red flags and prepare Developer Financial Due Diligence Reports.
5. Developer Funding & Project Finance
- Evaluate the proposed project funding structure.
- Assess debt, equity and external funding requirements.
- Analyse financing and interest costs and their impact on project viability.
- Identify potential funding gaps and financial risks.
- Assess the developer's ability to fund construction, transit-related expenditure, statutory payments and other project obligations.
- Review lender / financing arrangements wherever applicable.
- Assist in evaluating appropriate financial safeguards.
6. GST Advisory & Planning
- Review GST implications applicable to redevelopment transactions.
- Analyse GST implications relating to construction services, development rights, commercial premises, additional area and other project transactions.
- Review GST-related provisions in redevelopment agreements.
- Identify potential GST exposure and compliance requirements.
- Assist in GST planning and legally compliant transaction structuring.
- Coordinate with GST specialists and legal consultants wherever required.
- Review GST documentation and project records.
- Monitor relevant GST developments affecting the project.
7. Tax Planning & Statutory Advisory
Provide project-specific advisory relating to:
- Income Tax
- GST
- TDS
- Capital Gains, wherever applicable
- Other applicable statutory obligations
Responsibilities include:
- Identify potential tax liabilities and exposure.
- Prepare taxation impact statements.
- Evaluate tax implications of different redevelopment structures.
- Assist in tax-efficient and legally compliant financial planning.
- Review taxation clauses in project agreements.
- Coordinate with tax and legal professionals.
8. Financial Planning & Project Structuring
- Develop project-specific financial planning strategies.
- Prepare financial projections under different scenarios.
- Analyse the impact of construction cost escalation, project delays, financing costs and changes in statutory charges.
- Assess project liquidity and funding requirements.
- Assist in financial structuring and planning of redevelopment projects.
- Recommend suitable financial controls and safeguards.
- Review the financial sustainability of the project throughout its lifecycle.
9. Tender & Developer Financial Evaluation
- Review financial information submitted by participating developers.
- Analyse financial capability and proposed project funding.
- Prepare financial comparison statements and evaluation matrices.
- Verify financial information and identify deviations from tender requirements.
- Prepare Developer Comparative Financial Evaluation Reports.
- Provide financial observations and recommendations to the PMC and Society Committee.
10. Agreement & Financial Clause Review
Review financial and taxation-related provisions in:
- Development Agreement
- Permanent Alternate Accommodation Agreement (PAAA)
- MOU
- LOI
- Tender Documents
- Supplementary Agreements
- Society–Developer Agreements
Review provisions relating to:
- Payment schedules
- Corpus and rent obligations
- Deposits
- Taxes and GST
- TDS
- Financial guarantees
- Delay compensation
- Default provisions
- Payment milestones
- Financial security mechanisms
Coordinate with legal consultants regarding financial and taxation-related provisions.
11. Project Cost Monitoring
- Monitor estimated vs. actual project costs.
- Review construction cost assumptions and major project expenditure.
- Prepare cost variance statements.
- Analyse cost escalation and cost-to-completion.
- Identify potential cost overruns.
- Assess the financial impact of project delays.
- Prepare periodic Project Cost Monitoring Reports.
- Review project expenditure against approved financial projections.
12. Financial Safeguards & Risk Assessment
Assist in evaluating project-level financial safeguards, including:
- Bank Guarantees
- Performance Guarantees
- Security Deposits
- Escrow arrangements, wherever applicable
- Payment security mechanisms
- Delay-related financial provisions
- Other project-specific financial protections
Identify financial risks and recommend appropriate controls to protect the Society's interests.
13. Financial MIS & Reporting
Prepare project-wise MIS covering:
- Project Cost
- Project Revenue
- Cash Flow
- Developer Funding
- Project Expenditure
- GST / TDS
- Financial Commitments
- Budget vs. Actuals
- Cost Variances
- Projected Financial Position
Prepare clear, accurate and decision-oriented reports for the PMC and Society Committee.
14. Society Meetings & Presentations
- Attend Managing Committee meetings, SGM / AGM and other project meetings as required.
- Present financial feasibility, cash-flow, taxation, GST and developer evaluation reports.
- Explain financial matters clearly to Society Committee members.
- Participate in developer presentations where financial analysis is required.
- Prepare financial presentations, statements and supporting calculations.
- Respond to financial queries raised by the Society and PMC.

QUALIFICATIONS
- Chartered Accountant (CA) preferred.
- CA Inter / Semi-qualified CA with relevant experience may be considered.

- Coordinate with PMC, Society Managing Committee, Developer, Legal Consultant, Architect, Structural Consultant, Tax Consultant, Lenders and other professionals.
- Willingness to travel across Mumbai, Navi Mumbai, Thane, Raigad and MMR.
- Willingness to attend evening / weekend Society meetings, presentations and project discussions, whenever required.
