Key Expert – HR Policy & Procedures Specialist (Cat. II)
Project: Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.
Location: Damascus, Syria
Indicative Start Date: 9 December 2026
Implementation Period: 14 months (indicative end date: 9 February 2028)
NTU International is currently identifying qualified experts for the EU-funded project “Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.”
The assignment aims to support the institutional strengthening and governance capacities of the Syrian Ministry of Health, contributing to more effective institutional performance, evidence-based decision-making, accountability and sustainable capacity development.
In this context, we are seeking a highly qualified Key Expert – HR Policy & Procedures Specialist (Cat. II) to provide technical assistance in reviewing, developing and strengthening human resources policies, standard operating procedures (SOPs), administrative frameworks and HR management practices within the Syrian Ministry of Health.
Qualifications and Skills Required
- Master’s degree in Human Resources Management, Public Administration or Law.
- Strong analytical and problem-solving skills.
- Excellent interpersonal and communication skills.
- Ability to work effectively with government officials and multicultural teams.
- Strong analytical, communication and report-writing skills.
- Proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint) and virtual collaboration tools (Zoom, Teams).
General Professional Experience
- Minimum 7 years of professional experience in Human Resources Management, with at least 5 years specifically in HR policy development and Standard Operating Procedure (SOP) writing within the public sector, ministries, or large international organizations.
Specific Professional Experience
- Deep understanding of local civil service laws, labour regulations and public administration frameworks.
- The expert must be able to provide samples of previously drafted HR policies or SOPs upon request.
Language Requirements
- Arabic: Fluent written and spoken proficiency – mandatory.
- English: Fluent written and spoken proficiency – mandatory.
