About the Department
Under general supervision of the Deputy Executive Director, the Tribal Child Welfare Director has full responsibility for planning, directing, and administering all ICWA, Title IV-E or Social Welfare related programs provided by the Tribe. The Director plans, organizes and monitors department operations, functions, and activities, services and Managers. The Director is responsible for program management and on-going community relations. The Director participates in the overall planning, development and implementation of the Tribe’s short- and long-term goals as they relate to the special social service needs of the Tribal community. The Director works closely with Office of Tribal Attorney.
Position Duties
1. Oversees the planning, formulation, coordination and implementation of all ICWA and Title IV-E Department program activities. Provides direction and leadership for these departmental programs and components. Oversees ICWA Manager and Title IV E Manger and attends case staffing as necessary.
2. Working with Managers and the Division to develop five-year strategic plan for the department.
3. Interprets all governmental statutes, regulations, transmittal notices and memorandum pertaining to securing and maintaining funding for the Tribe's ICWA and Title IV E.
4. Plans, writes, and develops grant applications to aggressively seek additional funding.
5. Develops and recommends, plans consistent with the overall mission of the Tribe's social service program.
6. Oversee the development of short- and long-term goals and objectives.
7. Develops and oversees the maintenance of necessary systems and procedures to assure implementation of program coordination.
8. Establish operating and administrative procedures to ensure efficient program operation and compliance with all contractual terms, conditions and obligations.
9. Controls and coordinates operations and activities and approved action plans for the Department.
10. Oversee the program planning and operations activities for all Department programs.
11. Presides at various meetings of special committees to obtain guidance, provide leadership and coordinate the activities of these groups to the best interest of the Tribe and the Department.
12. Develops and coordinates an administrative organization plan for the Department in close coordination with the overall Tribal Administrative organization plan.
13. Assists in the formulation of policy in an advisory capacity and prepares information to be considered in the determination of policy.
14. Maintains effective professional working relationships with funding agency staff to ensure effective delivery of services.
15. Develops and/or maintains a close working relationship with necessary tribal departments and other agencies to complement the needs of Tribal members and maximize use of funding resources.
16. Implements internal and external reporting systems and procedures for monitoring and controlling programmatic activities as indicated by regulations.
17. Develops, implements and maintains an ongoing evaluation system to ensure quality control of all Departmental programs including fiscal accountability and cost effectiveness.
18. Studies policies, methods and procedures to modify or make recommendations for modification as is necessary for the proper functioning of the department and programs.
19. Performs other related duties as assigned.
Minimum Qualifications
EDUCATION/EXPERIENCE:
1. G12: Bachelor's degree in related field with five years job specified experience.
2. Employee must be willing to acquire any special certifications or attend any training that is determined to be relevant or becomes required of the position in the future.
3. Candidates with equivalent combinations of education, training and experience will be considered.
MINIMUM QUALIFICATIONS:
1. Two of the five years’ job specific experience must be in management.
2. Demonstrated experience with and understanding of federally funded programs, particularly as they relate to Native Americans.
3. Experience with writing grants and implementing grant-funded programs.
4. Ability to communicate effectively, both orally and in writing.
5. A minimum of two years’ experience in development and management of community-based programs.
6. Demonstrated ability to direct or manage Social Service programs.
7. Recognition that in order to serve Yurok People one must know as much as possible about Yurok history, culture and values.
Other Qualifications
SUPERVISORY RESPONSIBILITIES:
Performs the full range of supervisory duties and responsibilities. Plans work of subordinates based on priorities, nature of assignment. Develops work performance plans and evaluates the performance of subordinates. Provides advice, instruction, and guidance to subordinates on work and administrative matters. Effects disciplinary actions and determines developmental training needs of employees. Supervises subordinate employees including assigning and reviewing work, evaluation performance, training, taking necessary disciplinary action and making hiring and termination decisions. Use and promote a team approach to management and ensure accountability throughout the workplace.

This position requires compliance with the Indian Child Protection and Family Violence Prevention Act Public Law 101-630; 25 Code of Federal Regulations Part 63 - Indian child Protection and Family Violence Prevention; Crime Control Act of 1990, Employee Background Checks; and Executive Order 12968, Adjudicative Guidelines.
8. Position could require travel and occasional work outside of regular work schedule.
