Company Description The Assam Innovation and Startup Foundation (AISF), a Section 8 company under the Department of Innovation, Incubation and Startups (DIIS), Government of Assam, is the Implementing Agency for the
India AI Centre of Excellence – Assam (AI-CoE Assam), established under the IndiaAI Mission, MeitY/IndiaAI, Government of India. The AI-CoE- Assam will function as an Independent Business Division (IBD) under Assam Innovation and Startup Foundation. AI-CoE Assam now invites applications from committed, visionary and dynamic Indian citizens to provide services against the following key positions, purely on contractual basis (3 years, renewable subject to performance review).
Role Description The COO manages the day-to-day operations of AI-CoE Assam, translating strategic objectives into operational plans, driving programme delivery, ensuring GFR-compliant procurement, managing cross-departmental coordination through DNO/JWG mechanisms, and preparing progress reports for PRSG and the GC. The COO serves as the operational backbone of the CoE and deputises for the CEO as required.
Key Duties & Responsibilities
• Lead the day-to-day operations of AI-CoE Assam across all functions —
research, incubation, capacity building, IT and facilities — translating
strategy into delivery.
• Drive programme delivery and cross-departmental coordination across
sector verticals, meeting milestones for use cases, incubation, training
and pilot deployments.
• Ensure Assam State Procurement Rules, GFR-compliant procurement,
sound financial governance and audit-ready operational documentation
and SOPs.
• Prepare periodic progress, KPI and milestone reports for governance and
funding bodies.
• Develop partnerships, sustainability and revenue-diversification
initiatives, and manage operational, financial and governance risks.
• Oversee HR, administration and facilities, and lead flagship ecosystem events such as hackathons, Grand Challenges and Demo Days.
Qualifications
Bachelor's / Master's Degree in Engineering (BTech / MTech) from a
reputed institution.
• 10+ years of experience in programme/project management and
operations leadership in technology or public-sector settings.
• Proven experience with Startup Policies, GFR compliance, grant
management, government procurement and public-sector project
delivery.
Desired Profile & Abilities
• Strong programme management skills with demonstrated ability to drive
complex, multi-stakeholder initiatives.
• Sound knowledge of GFR 2017, CVC guidelines and MeitY/IndiaAI
grant conditions.
• Working understanding of AI/ML concepts, technologies and their
application in public-sector and technology programmes.
• Experience managing government-funded institutions, innovation
centres or digital transformation programmes.
• Proficiency in project management tools, reporting dashboards and MS
Office/Google Suite.
• High integrity, results orientation and ability to work in a fast-paced
government-funded environment.
• Excellent written and verbal communication; ability to produce high-quality reports for government stakeholders.
