The ideal candidate for this Human Resources Consultant 3 position is a seasoned HR professional who thrives in a consultative role and brings deep expertise in family medical leave, shared leave, reasonable accommodation, and other entitlements-related programs.
They are confident operating independently under general direction, managing a diverse and complex caseload, and serving as a trusted advisor to managers and employees across the agency. Their work reflects a strong commitment to supporting a high-performance organizational culture through timely, accurate, and legally compliant HR practices.
This candidate demonstrates exceptional judgment and analytical skill, particularly when navigating sensitive or multifaceted personnel issues. They excel at facilitating the interactive reasonable accommodation process, gathering and evaluating information, preparing technical correspondence, and maintaining meticulous documentation and tracking systems. They are adept at resolving complex accommodation matters, investigating needs, and recommending effective solutions that align with state and federal requirements while supporting employee success and operational needs.
As a subject matter expert, the ideal candidate is also a skilled communicator and educator who can translate complex HR policies into clear, practical guidance. They are comfortable developing and delivering training, tools, and resources to a wide range of audiences, strengthening the agency’s capacity for effective and lawful workforce management. Their ability to coach, consult, and build strong working relationships makes them an invaluable partner to supervisors, managers, and HR colleagues throughout the organization.
Position Duties
Consult with and advise managers on complex personnel processes and procedures. This includes:
- Provide senior level consultation to supervisors and managers in the areas of Family Medical leave, Shared leave and Reasonable accommodation and other programs assigned to the entitlements section of human resources
- Process requests for FMLA within 5 business days of receipt; Shared leave requests and notifications should be processed within 10 business days of receipt and requests for Reasonable Accommodation should be initiated within 30 days of receipt
- Manage assigned caseload, provide technical assistance and consultation to agency employees, management and other human resource consultant on compliance strategies to meet ESD’s obligation reasonably accommodate the known disabilities of employees. Analyze letters, documents, correspondence, etc. for appropriate action. Facilitate the interactive reasonable accommodation process (IRAP) to include meeting with management and the employee
Communicate and resolve complex personnel issues. This includes:
- Resolve the most complex issues as they relate to reasonable accommodations for ESD staff throughout the State of Washington
- Investigates, prepares documentation and recommends appropriate accommodations for ESD staff and some partners throughout the state of Washington
Provide training and coaching. This includes:
- Serves as a subject matter expert in reasonable accommodation, FMLA, Shared Leave and other programs assigned to the Entitlements unit of Human Resources. Develops and delivers tools to and resources, including training, to wide variety of audiences, to promote effective and lawful workforce management practices and healthy and productive supervisor/employee working relationship
- Consult, advise and review requests related to reasonable accommodation, shared leave FMLA and other programs assigned to the Entitlements Unit.

- 6 years of professional human resource experience
- OR An associate’s degree with focus on business, human resources, social or organizational/behavioral sciences, or related field AND 4 years of professional human resource experience
- OR A Bachelor's degree with focus on business, human resources, social or organizational/behavioral sciences, or related field AND 2 years of professional human resource experience
- OR A combination of education and/or relevant experience equal to 6 years

Required experience includes:
- HR Policy Knowledge: Expertise in providing advice on HR rules and procedures

- Strategic thinking: Proficiency in creating effective HR strategies
- HR Communication Skills: Ability to guide HR initiatives effectively
- Problem-Solving Skills: Proficiency in addressing gaps in HR programs and practices
