The Legislative and Regulatory Analyst supports ACF’s Office of Legislation and Budget by managing policy activities, cross-divisional, and cross-agency work from inception through completion of projects with attention to timeliness, quality, and budget. This position is responsible for planning, designing, monitoring, and performing performance management and policy analyses, as well as communicating and disseminating results to research, policy and practice audiences. The Legislative and Regulatory Analyst regularly interacts with colleagues, Division Directors, ACF program office leadership and staff, researchers, contractors/grantees, and external audiences to discuss current policy efforts.
Responsibilities:
- Establish and maintain effective, constructive working relationships with federal staff within OLAB, as well as ACF program office staff, OLAB and ACF leadership, and external audiences.
- Provide communication, outreach, and stakeholder support, including developing responses to both external and internal audiences.
- Ensure policy activities are responsive to the needs of government programs, and the field at large.
- Keep interested parties informed of work through email updates, scheduling and facilitating meetings, and participating in conferences, including preparing briefing materials, memos, and PowerPoint presentations.
- Prepare a variety of written materials in response to inquiries from senior management, other Federal agencies, and Congress, such as strategic briefs, issue papers, fact sheets, ready-to-send emails, congressional inquiry responses, newsletters, and other reporting mechanisms.
- Monitor new and emerging topics relevant to ACF programs.
- Assist federal staff in coordinating the integration of policies into current projects and future plans.
- Identify emerging issues and questions in need of new research, synthesis, and/or interpretation for policy decision-making.
- Plan, design, monitor, and perform performance management and policy analysis.
- Plan project stages and assess business implications or risks to success for each stage.
- Provide normal project management functions, quality assurance, and decision-oriented recommendations.
- Review contractor deliverables, including reports, work plans, and analysis plans.
- Review contractor invoices and monitor project spending, maintain records, process invoices, and manage necessary procurement actions. Monitor progress to assure deadlines, standards, objectives, and cost targets are met. Analyze issues and risks, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
- Provide expertise to OLAB around data analysis and research methodologies.
- May coordinate collaborative efforts among grantees, contractors, other researchers in the field, and federal staff to promote sharing of research findings, methodologies, and measurement approaches.
- Perform other related duties needed to achieve customer mission success.

Requirements:
- Experience with research, program evaluation, and knowledge of policies and programs affecting children and families served by ACF programs
- Demonstrated statistical and methodological skills
- Strong knowledge of the current research and evaluation methods
- Ability to organize and track a broad range of activities with varying levels of complexity, priority and timelines, with high levels of accuracy
- Ability to work independently, be flexible, and work as part of a remote team in a fast-paced environment
- Ability to exercise sound judgement in prioritizing and escalating issues
- Strong written and oral communication skills, including interpersonal skills, ability to work with various levels, and customer service orientation
- Excellent time management skills, including handling multiple projects simultaneously and on tight timeframes, while also managing shifting priorities
- Strong and forward-thinking problem-solving skills--able to analyze issues, extrapolate implications, develop and recommend alternative approaches and solutions, etc.
- Proficiency in Microsoft Office Suite (Excel, Outlook, Teams) with strong skills in Word and PowerPoint
- Ability to obtain and maintain a public trust clearance
- U.S. Citizenship required
Education and Experience:
- Master’s degree is required with 7 or more years of relevant professional experience OR
- Doctorate (Ph.D.) in Child and Family Studies, Human Development, Psychology, Public Health, Policy, Public Policy, Sociology, Social Work or related fields and 4 or more years of relevant professional experience
