Job Summary
The Senior Regulatory Analyst plays a key role in ensuring regulatory compliance across the full oil and gas well lifecycle from initial authorization through production and plugging. This position manages all regulatory and permitting activities associated with well operations, maintains master data and reporting logic, and ensures accurate production reporting to federal and state agencies. The Senior Regulatory Analyst works closely with the Senior Manager of Land to ensure compliance and operational efficiency.
Key Responsibilities
Permitting & Regulatory Filings
• Prepare and file drilling, completion, and workover permits with the Texas Railroad Commission (RRC), including W-1, G-1, P-4s, P-12s, P-16s, and SWR 37/38/40 filings.
• Submit permits for injection, saltwater disposal, co-mingling, UIC, and other applications.
• Support ongoing yearly regulatory filings, including H-5s, H-15s, commingling permits, flare permits, and critical infrastructure documentation.
• File all appropriate state well tests and limited regulatory paperwork (non-drilling and completion).
• Maintain working knowledge of current RRC and NMOCD rules; ensure all filings remain compliant with regulatory updates.
Production & Compliance Reporting
• Prepare and file State and Federal production reports, including OGOR and other agency-required reports.
• Prepare and monitor all regulatory and production audit compliance issues to ensure prompt resolution.
• Monitor and resolve compliance issues associated with production audits and third-party audits, including monthly verification reports.
• Prepare and monitor all third-party oil and gas statements on operated properties.
• Become proficient in and understand field flows and emissions as related to statewide compliance.
Data Management & Systems
• Maintain master data and implement logic needed for regulatory report data capture.
• Become proficient with ERP/production accounting software (SAP preferred); identify entity setups for the regulatory reporting process.
• Consult with managers to resolve issues and attribute setups for newly acquired systems.
• Read and interpret plats and drilling reports to complete required paperwork.
• Review third-party documentation and as-drilled plats to verify accuracy, lease/unit boundaries, and off-lease vs. on-lease locations.
Collaboration & Communication
• Interact professionally with regulatory agencies and respond to requests promptly.
• Communicate policies, impacts, and recommendations clearly, both verbally and in writing, to internal and external stakeholders.
• Work independently and within teams to handle complex regulatory situations; escalate with guidance when appropriate.
• Demonstrate end-to-end understanding of well lifecycle operations from staking through plugging.
Other Responsibilities
• Maintain technical knowledge by attending educational workshops, reviewing professional publications, and participating in professional associations.
• Provide backup assistance to other departments as needed.
• Perform additional duties as assigned by management.
Qualifications
• Minimum 5 years of production, regulatory, or closely related oil and gas experience
• Working knowledge of Texas Railroad Commission (RRC).
• Experience filing UIC permits and standardized reports with federal and state
agencies.
• OGOR federal production report filing experience.
• Experience interpreting complex permitting, lease, unit, and allocation boundary issues.
• Solid understanding of drilling, completions, land, and general oil and gas operations.
• Experience managing large data sets and working with databases.
• Excellent written and verbal communication skills with the ability to present to varied audiences.
• Strong organizational skills with the ability to manage multiple priorities and meet strict deadlines.
• Proficiency in Microsoft Office (Excel, Word, Outlook).
• Associate's degree or higher.
