The Community Services Coordinator – Energy oversees the daily operations of all Weatherization and Energy programs within the Community Services Department. This role is responsible for supervising staff and crews, ensuring compliance with federal and state regulations, managing program activities, and improving energy efficiency and living conditions for residents.
The Coordinator plays a key leadership role in program oversight, quality assurance, and service delivery, ensuring all weatherization and home repair services are completed safely, efficiently, and in alignment with program standards. This position requires strong technical knowledge, leadership ability, and a commitment to serving low-income and vulnerable populations.
Program Oversight & Field Operations
Estimated Effort: 90%
- Supervise day-to-day operations of all Energy and Weatherization programs.
- Schedule and oversee assigned crews for:
- Weatherization projects
- Home repair work
- Perform initial inspections of homes eligible for weatherization services.
- Assess homes to determine the most cost-effective improvements using:
- Retro-tech manual
- NEAT audit tools
- Other approved assessment methods
- Complete estimates and job documentation for assigned projects.
- Conduct and schedule Consumer Education visits and required follow-ups.
- Install electric baseload materials when appropriate.
- Refer clients to additional services or agencies when needed.
- Ensure completion of all required documentation, including:
- Usage assessments
- Educational services
- Materials installed
- Referrals made
- Submit accurate daily reports including:
- Activities
- Labor hours
- Vehicle usage
- Write and assign work orders to crews.
- Perform final inspections in compliance with BPI QCI standards.
- Ensure compliance with:
- Agency policies and procedures
- HHS and DOE regulations
- Standard Work Specifications
- Maintain safety and workmanship standards in accordance with OSHA guidelines.
- Assist with development of:
- Staff training programs
- Alternative energy initiatives
- Assist with budgeting and financial tracking for energy programs.
- Assist in coordination of Ohio Housing Trust Fund home repair projects.
- Support completion of monthly Building Weatherization Reports (BWR).
- Operate agency vehicles as needed.
- Maintain confidentiality and professionalism in all program activities.
- Work independently while managing multiple responsibilities.

Agency Service & Compliance

- Participate in committee assignments and agency initiatives.
- Maintain general knowledge of CAC programs and services.
- Ensure compliance with all agency policies and safety procedures.
- Maintain insurability under agency policy.
Minimum Requirements
Education
- High School Diploma or equivalent.
Job-Related Experience
- Valid Ohio Driver’s License.
- Minimum of:
- Five (5) years of experience or training in construction trades, weatherization, or related field
- Three (3) years of supervisory experience
- Proficiency in Microsoft Office programs.
People Management Experience
- Demonstrated ability to supervise staff and maintain a professional, courteous work environment.
Licenses, Certifications, and Accreditations
- Must obtain or maintain:
- Ohio HWAP Inspector Certification
- BPI QCI Certification
- OSHA 30 Certification
- EPA Lead RRP Certification
