About the role

V2X Modernization & Sustainment seeks an experienced Deputy Program Manager to support the Depot Spares & Repairs program area team in Indianapolis. The Depot Spares & Repairs program area supports mission-critical sustainment of airborne radar systems and related avionics and electronic components across U.S. Navy, Air Force, and other DoD customers. We make sure our warfighters are mission capable.

We’re looking for a motivated, execution-focused Deputy Program Manager to join the team responsible for depot-level repair and spares production in support of our DoD customers. This is a strong fit for someone with a background in government contracting who is ready to step into meaningful program ownership. You’ll lead programs with high customer impact, supported by experienced colleagues and a mature program infrastructure.

You’ll work in a multidiscipline environment alongside engineering, supply chain, depot operations, quality assurance, and finance, owning the full lifecycle of sustainment programs while delivering results that matter to the warfighter.

As required, the PM will lead/perform the following tasks:

  • Manage day-to-day execution of depot repair and spares programs, with direct accountability for cost, schedule, and technical performance across Cost-Plus, FFP, and T&M contract vehicles
  • Provide programmatic direction across repair inductions, spares deliveries, and sustainment activities, including management of Contract Data Requirements Lists (CDRLs) and deliverable compliance
  • Lead and support Earned Value Management (EVM), Estimates at Complete (EACs), Integrated Master Schedule (IMS) maintenance, and financial performance reporting to internal management and government customers
  • Identify, track, and manage program risks and opportunities (R&O); develop mitigation and exploitation strategies and report status at program reviews
  • Serve as a primary point of contact for customer organizations, building relationships and maintaining transparency through Program Management Reviews (PMRs), Technical Interchange Meetings (TIMs), Configuration Control Boards (CCBs), and Engineering Review Boards (ERBs)
  • Develop and execute corrective action plans when cost, schedule, or quality issues arise; drive accountability across functions to resolution
  • Partner with supply chain, engineering, factory/depot operations, mission assurance (quality), contracts, and finance to solve problems and keep programs on track
  • Support Configuration Management activities, including Engineering Change Proposals (ECPs) and Technical Data Package (TDP) reviews
  • Support proposal and Basis of Estimate (BOE) development for sole-source task orders solicited by NAVSUP, DLA, and other existing customers, as well as new opportunities to grow the Engineering and Depot Services program portfolio.
  • Elevate issues and risks to appropriate levels within the Program Office and functional management as required; act as an informed deputy to the Program Manager and assume PM responsibilities when directed.

Required Skills:

  • Six (6) or more years of relevant professional experience in program management, operations, engineering, logistics, or a related field, with a minimum of two (2) years in a DoD contracting environment
  • Four (4) or more years of demonstrated leadership experience successfully leading a cross-functional team of diverse individuals across engineering, supply chain, manufacturing, finance, and/or mission assurance functions
  • Working knowledge of program management fundamentals: Integrated Master Schedules (IMS), Earned Value Management (EVM/EVMS), Estimates at Complete (EACs), and Risk & Opportunity (R&O) management
  • Familiarity with U.S. Government contracting vehicles and FAR/DFARS requirements, including experience on Cost-Plus (CPFF/CPAF), Firm-Fixed-Price (FFP), or Time-and-Material (T&M) contracts
  • Experience supporting customer-facing program reviews, Technical Interchange Meetings (TIMs), or Configuration Control Boards (CCBs) in a DoD contractor or government environment
  • Strong written and oral communication skills with the ability to develop and present status briefings, financial performance reports, and corrective action plans to government customers and internal senior management; demonstrate sound ethical values built upon trust, respect, and doing the right thing
  • Demonstrated analytical and problem-solving abilities; ability to understand program financial and performance status from top to bottom and make sound decisions that reflect the program’s and product line’s success
  • Proficiency with Microsoft Office suite; familiarity with ERP tools (SAP S/4HANA or similar preferred)
  • Proposal development experience, including writing detailed Basis of Estimates (BOEs) for sole-source task orders from NAVSUP, DLA, or similar contracting agencies
  • Must be a U.S. Citizen with the ability to obtain a DoD Secret level clearance

Desired Skills:

  • Four (4) or more years of DoD program management or Integrated Product Team (IPT) leadership experience, preferably on production, depot, refurbishment, or repair-type programs
  • Experience with U.S. Navy or Air Force sustainment customers and acquisition organizations, such as NAVSUP Weapon Systems Support (NAVSUP WSS), Naval Air Systems Command (NAVAIR), Air Force Sustainment Center (AFSC), or Defense Logistics Agency (DLA)
  • Familiarity with depot-level maintenance (DLM) operations, depot activation/transition activities, and the repair induction-to-delivery workflow within a defense Maintenance, Repair, Overhaul (MRO) environment
  • Knowledge of Performance-Based Logistics (PBL), Basic Ordering Agreements (BOAs) and Long-Term Acquisition Contract (LTAC) structures, including supply chain strategies for spares replenishment and stockage objective management
  • Familiarity with Diminishing Manufacturing Sources and Material Shortages (DMSMS) management, obsolescence mitigation strategies, and the impact on depot spares pipeline programs
  • Experience with EVMS per ANSI/EIA-748; familiarity with Integrated Baseline Reviews (IBRs), Surveillance Reviews, and Monthly Status Reporting (MSR) in a DoD contract environment
  • Understanding of the DoD 5000 acquisition lifecycle model; experience supporting DoD Production, Sustainment, or Engineering & Manufacturing Development (EMD) programs, including exposure to DoD uniform/civilian acquisition processes
  • Familiarity with airborne radar, avionics, electronic warfare (EW), or defense electronics systems and the logistics and sustainment ecosystem that supports those platforms
  • Awareness of Export Control regulations (ITAR/EAR) as they apply to defense hardware sustainment and repair programs
  • Science, Technology, Engineering, or Mathematics (STEM) degree or equivalent technical background
  • PMI Project Management Professional (PMP) certification, DAU Defense Acquisition Workforce Improvement Act (DAWIA) Program Management certification, or active pursuit thereof

Education / Certifications:

  • Bachelor’s degree or four (4) years of additional work experience in lieu of a degree
