Duties
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.,Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.,Oversees the planning and delivery of customer support services, including installation, configuration, troubleshooting, customer assistance, and/or training, in response to customer requirements.,Develops ITD specific policies, procedures, directives and performance standards as directed.,Directs the strategic research, analysis, planning, design, implementation, documentation, assessment, and management of the enterprise structural framework.,Performs reviews and evaluations of information technology processes and procedures to support the planning, design, and implementation of new or improved technology systems to meet business needs.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level). Individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the basic requirements described above, the incumbent must have one year of specialized experience equivalent to the GS-13 level in the Federal government and meet time in grade requirements: Specialized experience for GS-14: To be considered qualified for this position, you must demonstrate that you have the required specialized experience as described below. You must have one full year (52 weeks) of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-13 grade level in the Federal service or private sector that demonstrates all of the following: Experience leading and overseeing information technology programs; Experience in managing organizational changes; Experience leading a team on projects of a broad scope involving national programs; with significant complex or precedent setting issues; Experience managing IT projects involving interrelated disciplines and multiple stages of the systems development lifecycle, e.g., integrating systems analysis, software development, and database administration; Experience leading initiatives to improve organizational performance through data analysis, strategic solutions, and effective integration of those solutions to set priorities for improvements and reflect alignment between organizational goals, program activities, and resources.
