Duties

As a Procurement Executive at the ES-1102-00 level some of your typical work assignment may include: Serve as the principal advisor to the Chief Financial Officer, Associate Director for Administration, and Associate Director for Operations on all matters involving the US Marshals Service acquisition and procurement program. Interpret Federal Acquisition Regulations (FAR), Department of Justice acquisition regulations, statutes, and cases. Manage the planning, development, and establishment of long and short term procurement and contracting plans, strategies, and approaches for overall acquisition and life cycle programs. Participate in budget preparation, review, and defense. Project annual resource requirements and submit requests/justifications Formulate policies and prescribes rules, regulations, and procedures governing the execution of US Marshals Service acquisition and procurement programs.

Qualifications

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: MTQ 1: Experience in developing and refining a wide variety of acquisition strategies for a complex procurement portfolio in collaboration with the highest levels of acquisition leadership across a large, functionally, and geographically dispersed enterprise to include leading and managing high-dollar acquisitions; establishing, evaluating, and measuring performance; and implementing program controls and compliance activities in support of an acquisition program in accordance with applicable laws, statues, Executive Orders (EO), Office of Management Budget (OMB) Circulars, Office of Federal Procurement Policy (OFPP) memorandums, and the Federal Acquisition Regulation (FAR). MTQ 2: Experience developing, leading and supervising a high performing, diverse and professional acquisition team; providing direction and guidance in pre and post contract management functions while incorporating innovative acquisition practices in support of effective and successful procurement operations including contract award and administration activities; effectively and efficiently managing financial responsibilities while concentrating on decreasing wasteful spending. This includes use of innovative acquisition practices (e.g. Procurement Innovation Lab (PIL) techniques), successfully managing assigned division budget, as well as developing, implementing, and enforcing agency-wide acquisition-related policies to ensure the organization is compliant and audit ready against the various governing rules and regulations that apply to the acquisition function. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. Sub-Competencies: Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities. Managing Resources: Manages resources efficiently and effectively based on current and projected organizational goals, skills, budget considerations, and staffing needs. Leveraging Technology: Explores emerging technology and potential applications. Incorporates technology to enhance efficiency and achieve results. Ensures access to and security of technology systems. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. Sub-Competencies: Technical Skill: Possesses the requisite technical knowledge and subject matter expertise to consistently produce timely, high-quality work. EDUCATION QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you meet the Basic Education Requirements. A. Completed all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND B. 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (MUST SUBMIT YOUR TRANSCRIPTS). OR C. On January 1, 2000, held a position in the Federal Service in the GS-1102 Contract Specialist series and position was held at the grade 13 or higher.
