About the role

This position is responsible for all cash management, accounting, budgeting, financial reporting, accounts payable, payroll, purchasing, business forecasting, and coordination of internal and external audits. The role ensures the integrity of interim and year-end financial statements and reports; serves as the senior financial contact for the year-end external financial audit and all DSO activities related to USF; facilitates and supports periodic internal audit studies and reviews; and serves as liaison to the Senior VP of Finance for USFTGP. Finally, this position is responsible for the coordination of funds flow activities and reconciliation, and participates in negotiations related to the funds flow and other contracts as part of the Senior Management team.

Responsibilities

Manages through the Directors of Finance and Budgeting, all general accounting, budgeting, financial reporting, audit, accounts payable, payroll and purchasing functions and activities, cash management, and contract receivable management. Serves as primary contact for all banking activity and security of banking transactions.

Coordinates UMSA’s compliance and reporting requirements including but not limited to tax exempt filings, 990’s, Sarbanes Oxley, etc. Directs, manages, supervises and participates in the preparation of all financial statements and reports in compliance with all applicable regulatory agencies. Coordinates the preparation of financial statements, financial reports, special analyses and other reports as required by USF Health leadership. Works with Internal Audit to support periodic Internal Audit Studies and Reviews. Serves as the Senior Financial contact for the year end external audit. Serves as Senior Financial contact for DSO activities related to USF. Oversees the approval and processing of revenue, expenditure, and position control documents, department budgets, ledger, account maintenance and data entry.

Acts as a senior advisor to the CEO of UMSA, the Dean’s Office and the Clinical Department Chairs. Provides data and support for the administrative, business planning, accounting, budgeting and ASF payroll processes for UMSA. Creates, coordinates, and evaluates the financial reporting systems of UMSA to include tax planning and the conservation of assets. Approves and coordinates changes and improvements in automated financial and management information systems for UMSA.

Develop and Implement accounting systems, policies, and procedures which assure a strong system of Internal controls.  Publish and maintain corporate and developmental accounting manuals. Reviews monthly budgeted income statement, journal entries, reconciliations, and checklists to ensure the proper functional of accounting and administrative controls.

Works collaboratively with all other functional areas of USF, USF Health, TGH and USFTGP including, but not limited to USF Health Business Office, Information Technology, Human Resources, Clinical Operations, Patient Access, Quality, Safety & Risk, Compliance, Patient Experience, Data & Analytics, Facilities, Revenue Cycle, and Managed Care.  Serves as the primary financial contact for the Funds Flow and Reconciliation processes with USFTGP and TGH.

Assures compliance with local, state, and federal financial reporting requirements. Provides support and coordination and presents to the Finance, Internal Audit, Investment, Executive Committees of the UMSA Board of Directors as well as AMG Board of Directors.

Performs other duties as assigned.

Qualifications

Requires a CPA or Master’s degree from a regionally accredited institution and a minimum of 10 years of related exempt level experience, including seven years of managerial experience, preferably in large complex institutions or organizations. Requires experience in leading multiple teams, projects, programs, and/or functions.

The successful candidate will also possess excellent Excel skills along with all other MS Office Suite programs including PowerBI; experience in strategic planning, contracting, negotiating, and change management; and strong written and verbal communication and interpersonal skills.
