Duties
The primary purpose of this position is: To provide oversight and analysis of United States Special Operations Command (USSOCOM) sensitive operational and intelligence activities in support of the Director, Command Operations Review Board (CORB) and Commander, USSOCOM. Serves as senior, independent, subject-matter expert for oversight of special operations forces (SOF) engaged in clandestine and special access program protected activities and operations, as well as those supporting activities, and program operations conducted or supported by CDRUSSOCOM's unique fiscal and acquisition authorities, with focus on oversight of insider threat, counterintelligence, security and operational execution of these activities. The incumbent reviews sensitive activities for legality, propriety, accountability and compliance with Congressional intent and DoD policy. Performs independent review and analysis of operational concepts for, and planning of, sensitive activities originating to the command that require senior leader approval. Duties As the oversight authority for Operations, Intelligence Activities and Security Oversight, Command Operations Review Board (CORB); provides integrated, independent operational overview, including review of the command's operational concept and planning process for USSOCOM SAP and other sensitive activities. Plans, develops, organizes, synchronizes and executes security and insider threat counterintelligence oversight support to USSOCOM SAPs and other sensitive activities. Plans, organizes, directs, coordinates and validates activities related to various command working groups assigned to the CORB as the Office of Primary Responsibility (OPR). With respect to SAPs and other sensitive activities; monitors audits, inspections, and investigations conducted by the USSOCOM Special Access Program Central Office and USSOCOM Inspector General and external agencies Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of federal laws, and of Executive Order and DoD policies, regulations, concepts, and procedures relating to the conduct and reporting of clandestine operations and intelligence, intelligence related, and counterintelligence activities conducted by DoD personnel and their agents; mastery of DOD policies and regulations which govern the planning, approval, conduct and reporting of clandestine and low-visibility operations and counter-intelligence support to those operations; mastery knowledge of Special Access Program (SAP) and sensitive activity security, operational security, and counter-intelligence procedures, concepts, and methods; and in-depth knowledge of sensitive activities and SAP Information, Personnel, Industrial, Automated Information Systems, Physical and Treaty security; to function as a security technical authority for MAJCOM. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the federal laws, and mastery knowledge of the Executive Order and DoD policies and regulations, which govern the conduct and reporting of clandestine operations and intelligence, intelligence-related, and counterintelligence activities by DoD personnel and their agents. Expert knowledge of the DoD policies and regulations which govern the planning, approval, conduct and reporting of clandestine and low-visibility operations and counter-intelligence support to those operations. In-depth knowledge of information, industrial and personnel security concepts, principles and practices related to Sensitive Compartmented Information, Special Access Programs, clandestine operations and other sensitive activities. In-depth knowledge, advanced skill, and keen analytical ability to: develop agendas, plan for and independently conduct senior-level security and oversight review meetings; and to support those managed by the Chief of Staff and Deputy Commander, focused upon the resolution of security, operational security, and counter-intelligence issues associated with sensitive operations and activities. Analytical ability necessary to evaluate complex policy and procedural issues associated with the security of highly classified sensitive activities and analyze their application to specific planning and operational activities. Skill and ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
