Duties
Reviews OPLANS, Concept Plans (CONPLANS), Concept of Operations (CONOP), and Exercise Plans for currency, accuracy, and support capability. The development of plans and strategies for military actions and training exercises includes extensive analysis and planning for the support required. Maintains and analyzes the correlation of data between the Unit Type Code (UTC) Management Information System (UMIS), Designed Operational Capacity (DOC) statements, and all applicable plans for all Group and supporting units for readiness reporting and tasking. As the Group senior technical advisor on logistics readiness and deployment issues, performs/leads studies, and provides technical advice and assistance on development and implementation of readiness mission capabilities associated with: policies and procedures, personnel/equipment processing/movement, and applicable DOC statements. Represents the Group for Group/Squadron logistics readiness issues at higher management-level meetings within the Wing. Meetings in many cases are to negotiate mutually satisfactory agreements, identify and resolve logistics readiness matters, and ensure concerted action by involved parties.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature for the review of various exercise plans for currency, accuracy, and support capability of military actions and training. Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1\. Knowledge of a wide range of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to Logistics Management. 2\. Knowledge to integrate the total logistics planning system of supply, maintenance, transportation, contracting, and operations. 3\. Knowledge of safety and security regulations, practices, and procedures. Knowledge of the Joint Chief of Staff (JCS) operations planning process. 4\. Knowledge of computer operations, software applications, and systems management. 5\. Knowledge of the AF and DOD structure (USAF, ANG, AFRES, USN, USMC, and USA) which affects the use of program and related support resources (people, money or equipment) in relation to the logistics plans process. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations and in formulating solutions to complex problems. 6\. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to utilize analytical and statistical methods and procedures including electronic data processing, AF operations and organizations, and fiscal management techniques involved in the formulation of policies, procedures, and programs, personnel management, administrative, and legal activities. Ability to analyze and evaluate diverse data and formulate into coherent practical operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
