Duties
Integrates and synchronizes Operations Flight work force for demand maintenance/customer service. Directly evaluates calls received and/or service requests, interacts with Facility Managers and base customers to analyze and validate service request/requirements. Integrates and synchronizes Operations Flight work force for preventive maintenance (PM). Provides management oversight to Operations Flight PM program. Reports PM completion and any associated strategic-level reports/metrics that describe health of PM program to senior leadership. Responsible for receiving, reviewing and processing all Civil Engineering work requirements and CE Enterprise IT data associated with operations management, warranty program management and investment planning. Pre-screens requests using the Work Request Working Group (WRWG) processes to accomplish necessary requirement scoping and coordination. Manages/Executes Facility Manager Program. Develops training and maintains data in support of the installation Facility Manager (FM) program. Ensures primary and alternates facility manager appointment letters signed by the organization commander are available and current and assigned Facility Managers are trained. Supports the Unit Control Center (UCC) during exercise and real world situations. Receives training to support the UCC during exercises and real world situations (i.e. natural disasters, chemical spills, aircraft emergencies, terror attacks). Stands up UCC and provides administrative support.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Equipment, Facilities, and Services Series, 1601. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge to apply the full range of principles, concepts, practices, procedures based on assignments requiring extended training or experience in the Asset Management Practices and Principles within the area of Operations Management. Practical knowledge in coordinating, developing, and balancing work schedules for maintenance and/or repair of facilities; collecting, recording, and validating budget and real property asset information; tracking, and coordinating the execution of work requirements; performing quality assurance and data analysis in support of maintenance and repair optimization activities. Knowledge of UCC activities during exercises and/or contingency operations. Knowledge of budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, replacement of equipment, supplies, or increase in services. Knowledge of safety and security principles for government facilities organizations. Knowledge of basic facility programming; governing documents such as AFIs, DoDIs and UFCs; work classification and prioritization, Civil Engineering organization and hierarchy, and Civil Engineering policies, procedures, playbooks, and guidebooks. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a related field which demonstrates the necessary knowledge, skills, and abilities to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in asset management principles and practices as it applies to operations management and requirements and optimization activities; rules procedures, and operations applicable to real property management and financial management. 2. Knowledge of civil engineering work control, customer service, and operations/maintenance management procedures; knowledge of civil engineering work centers and type of work performed by each type of work center and associated computerized maintenance management and sustainment management systems, system capabilities, and economic usage to effectively accomplish assigned functions. 3. Knowledge of safety, security, and environmental standards, regulations and requirements and how to apply them. 4. Skill in preparing FM program reference material and training presentation, and tracking training currency for all assigned FMs. 5. Skill in collecting, organizing, analyzing, sorting, associating, and filtering data from one or more sources using spreadsheet, database, or other data manipulation tools (macros, formulas, pivots tables, charts) in order to portray trends, findings, visualizations and build effective presentations to support and drive decision making. 6. Ability to communicate effectively both orally and in writing to brief supervisor, committees, and other groups; gather information; and prepare analyses of problems and reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
