About UCOR United Cleanup Oak Ridge LLC (UCOR) is the Department of Energy's (DOE) lead environmental cleanup contractor for the Oak Ridge Reservation. Project Controls Engineer Position Summary: UCOR is seeking a Project Controls Engineer to support the effective and proactive management of concurrent operations and projects at the Transuranic Waste Processing Center (TWPC) facility from proposal to completion. This role is responsible for developing, implementing, and maintaining integrated cost and schedule control tools and systems; supporting baseline and change control processes; and ensuring accurate planning, tracking, forecasting, and reporting of project performance. Minimum Required Education and Experience: - Bachelor's degree in Business, Finance, Project Management, Construction Management, Engineering, or a related discipline, combined with a minimum of seven (7) years of directly relevant work experience.
- Alternatively, an equivalent combination of education and directly relevant work experience will be considered.
Key Responsibilities (based on minimum requirements across grades): Operate as the lead cost analyst and scheduler for the TWPC, with duties that include: - Support proposal and baseline development processes.
- Assist in the design of work-breakdown structures and help ensure the validity of project coding structures for assigned areas.
- Developing comprehensive project schedules (level 3 and Level 4 schedules), incorporating all phases of project scoping, planning, and execution.
- Regularly update and maintain the project schedule to reflect progress and changes, ensuring accuracy and reliability of data.
- Proactively identify, track, and facilitate the resolution of any scheduling conflicts or resource allocation issues, working closely with CAM(s) and other stakeholders.
- Assists CAM(s) in earned value performance development and measurement
- Conducts thorough analyses of cost and schedule variances, evaluating impacts, and formulating recommendations for corrective actions to prevent or address cost and schedule deviations.
- Lead development, review, and integration of the CAM estimates to complete (ETCs)
- Deliver project status reports to stakeholders, highlighting progress, potential risks, and areas requiring attention.
- Implement robust change control processes to manage adjustments to the project scope and timeline effectively.
