Duties
This position is located within the Department of the Interior, Office of the Secretary, Office of Civil Rights, Washington D.C. At the full performance level GS-15 the major duties of this position include, but are not limited to the following: 1. Supervises the Reporting and Data Analysis (RDA) Division staff. Assigns work, evaluates performance, manages disciplinary actions, identifies training needs, and oversees hiring and leave approvals. 2. Serves as a senior advisor and departmental expert responsible for developing comprehensive policies that ensure a model EEO program compliant with applicable laws and regulations. Oversees the implementation and enforcement of EEO initiatives across all Bureaus and Offices, focusing on recruitment, development, and retention. Provides technical guidance to Office of Civil Rights leadership and collaborates with key internal offices and external agencies like the EEOC and DOJ. 3. Utilizes data analysis from various federal reports, such as the MD-715 Report, the EEOC Form 462 Report, and the No FEAR Act Report, to develop systems for evaluating program effectiveness and identifying employment barriers. Conducts oversight reviews to ensure all departmental programs comply with applicable laws and regulations. Monitors Bureau and Office activities and facilitates open communication to address underlying implementation issues and ensure operational success. 4. Enforces applicable laws and regulations and conducts rigorous reviews of Bureau and Office-level policies to ensure operational efficiency. Analyzes trends in EEO and complaints data, identifies potential problem areas, and provides technical guidance. Benchmarks against other agencies and collaborates with various offices with DOI to ensure all programs remain compliant with federal regulations. 5. Monitors the effectiveness of civil rights data across the Department, provides expert technical guidance, and uses conflict management techniques to improve Bureau and Office practices. Serves as a primary liaison with key external agencies like OPM, EEOC, and DOJ. Oversees the development of RDA budget proposals. The Office of Civil Rights has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-15: $169,279 - $197,200 per annum. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications
Minimum Qualification Requirements: Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Developing systems and processes through data analysis of various reports (such as the MD-715, EEOC Form 462, or No FEAR Act Report) to evaluate program effectiveness. Providing technical and policy guidance to senior leaders ensuring that programs are administered in accordance with regulations, policies, and case laws. Leading teams or workgroups across an organization to develop guidance, policies, and implement improvements. Must meet all.
