Duties
At the GS-12 level, the incumbent performs essentially the same duties as outlined below; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.,Provides authoritative guidance and consultation on a broad range of program areas, including performance appraisal systems, awards and recognition programs, leave and benefits programs, telework and remote work agreements etc.,Conducts advanced analysis, formulates policy recommendations, and resolves highly complex or sensitive issues that have impacts across the M Family bureaus.,Responsible for providing sound advice related to M Family policies, procedures, and tools, ensuring alignment with federal regulations, OPM guidance, and the Department's strategic objectives.,Collaborates with senior leadership, HR divisions, and external partners to address critical workforce challenges, drive organizational change, and advance the M Family's mission and human capital goals.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. GS-12 Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing and reviewing HR programs to ensure compliance with federal policies. Experience analyzing HR data to identify trends or issues, and support program improvements. Experience delivering HR training and collaborating with stakeholders to resolve program challenges. There is no substitute of education for specialized experience for the GS-12 position. GS-13 Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: . Experience administering federal HR programs, providing technical guidance, and ensuring compliance with regulations and policies. Experience evaluating HR programs by analyzing data, identifying trends, and recommending policy or process improvements. Experience developing and delivering HR training, communications, and outreach materials to increase workforce understanding and engagement. There is no substitute of education for specialized experience for the GS-13 position.
