The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle. As a HR Specialist (Senior Advisor), you will: -The incumbent serves as a Senior Advisor to the Chief Human Capital Officer (CHCO), a senior executive responsible for enterprise-wide human capital strategy, policy, and operations in assigned portfolio areas. -The incumbent operates with a high degree of independence and exercises delegated authority to lead cross functional initiatives, coordinate enterprise human capital priorities, and represent and speak on behalf of the organization in internal and external forums. -This position requires expert-level analytical capability, strategic foresight, executive advisory skill, and the ability to independently develop and implement solutions to complex, agency-wide human capital challenges. -Serves as principal advisor to the CHCO and Deputy CHCO (DCHCO) on enterprise human capital strategy, workforce transformation, talent management, organizational effectiveness, and change management initiatives. -Serves as the principal analytical resource for the CHCO, leading and/or conducting comprehensive research and analysis on human capital trends, workforce data, legislative developments, and government-wide policy initiatives. -Serves as executive-level project lead. Plans, manages, and oversees high-visibility, cross-functional initiatives and complex projects on behalf of the CHCO's organizational changes to improve efficiency and effectiveness.
Requirements

A probationary or trial period may be required. Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: -Developing, interpreting, and implementing human resources policies, guidance, and business processes in compliance with Federal laws, regulations, and Office of Personnel Management (OPM) requirements; AND -Leading and managing complex, high-visibility projects involving human capital programs and process improvement initiatives; AND -Analyzing and evaluating HR business processes to identify inefficiencies, recommend improvements, and implement standardized and streamlined solutions; AND -Applying qualitative and quantitative analytical techniques to assess human capital programs, evaluate workforce data and trends, and provide data-driven recommendations to inform executive decision-making; AND -Experience integrating human capital policy with operational execution, managing multiple priorities, and influencing senior leaders through strategic analysis, sound judgment, and effective communication. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
