Duties

Maintain records of manpower authorizations to suggest changes in allowances.,Assist in developing cost estimates for contracting personnel labor.,Monitor credit card holders for compliance with administrative laws.,Manage a travel program to assist employees with travel arrangements.,Advise managers on the organizations personnel policies related to recruitment, classification and labor relations.,Assist managers in developing statements of work, estimates, and purchase requests.,Explain manpower reporting requirements to operating officials.,Monitor delivery order progress and contractor compliance with contract requirements.,Use automated systems to compile reports.,Document issues and resolutions from meeting discussions.,Assist in evaluating manpower and workload studies,Maintain a status report of delivery orders to ensure timely closeout.,Provide liaison assistance to Civilian Personnel Office on personnel issues.,Coordinate manpower surveys and staffing studies to prepare reports.,Study organization statistical data to prepare briefing papers.,Develop organizational charts of manpower and work distribution.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience reviewing new and ongoing resource programs and management systems which includes:1.) monitoring and evaluating contracts of personnel labor and delivery orders;2.) assisting in budget execution by compiling and coordinating requirements ,and 3.) reviewing and advising managers on personnel policies and procedures. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to any major degree a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the Management and Program Analyst position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
