Duties
Acts as Liaison Officer for the District performing legislative, intergovernmental, and interagency functions.,Primary contact for the District with congressional interests, Federal, State, local governments, and other organizations concerned with water resources, environmental, and regulatory matters.,Arranges conferences and meetings with key partners to foster an atmosphere of cooperation and support.,Develops, coordinates, and monitors corrective action for possible weaknesses in District operating procedures or systemic problems.,Analyzes programs and provides recommendations from analysis to the Commander and Deputy Commander/Deputy District Engineer on administrative and management priorities.,Reviews and approves senior technical and G and A staff leave schedules, travel requests and reimbursement vouchers.,Provides visitors to the District with a high level of service by coordinating travel and lodging arrangements, itineraries, and personal professionalism.,Supervisory duties include performance evaluations, approving leave, recommending promotions, hiring vacant positions, disciplinary actions as required, providing needed development and training.

Specialized Experience: One year of specialized experience which includes: serving as a principal liaison to congressional, intergovernmental, or external stakeholders to represent organizational interests; managing administrative operations and supervising staff within an executive office; and analyzing complex organizational issues to develop strategic recommendations and solutions for senior leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: External Awareness Leadership Oral Communication Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
