Duties

Explain regulations, procedures, and determinations to employees, candidates, and supervisors.,Advise management on recruitment strategies and incentive programs.,Interpret and adapt HR guidelines to resolve complex or unique issues.,Develop recommendations for HR program changes by analyzing trends and best practices.,Advise managers and employees on complex problems requiring troubleshooting.,Serve as consultant to managers in providing HR services and conducting analyses of HR programs.,Maintain collaborative relationships within the enterprise and other agencies to assist in HR program administration.

Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience at the GS-12 or equivalent level which includes: 1. Developing and recommending internal human resources program policies, guidelines, and procedures based on analysis of applicable laws, regulations, and operational feedback. 2. Assisting in the planning and management of strategic human resources projects involving cross-functional teams across multiple organizational levels. 3. Advising senior leadership on human resources management matters in consonance with controlling laws, directives, and regulations. You will be evaluated on the basis of your level of competency in the following areas: Customer Service Oral Communication Problem Solving Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
