Duties
In a developmental capacity, participates in conducting projects to study educational program work processes and functions to improve the efficiency and effectiveness of operations. Analyzes and monitors financial allocation and programmatic execution for the Civilian Faculty and Visiting Faculty programs; provides multi-program analyses to support allocation of resources and effective business operations and enables efficient obligation and expenditure of funds. Recommends solutions to identified process and work limitations. Provides assistance and programmatic support to the USAFA Visiting Faculty Program (VFP). Coordinates and assists in completing visiting faculty contracts with national colleges, universities, federally funded research and development centers, government agencies, and other Intergovernmental Personnel Act (IPA) eligible organizations. Gathers, assembles, and performs quality control review of complete candidate application packages from Department/ Staff Agency Heads and departmental representatives. Assists with special projects and participates in various initiatives, studies, analyses, and related activities. Assists in the planning, development, research, and accomplishment of numerous special projects, surveys, studies, budget determinations, assessments, and similar assignments related to organizational programs and higher education. Ensures final products meet acceptable standards of completeness, accuracy, and follow the proper format. Serves as the primary point of contact and liaison with the personnel flight on civilian Human Resources issues. Stays abreast of current personnel issues and provides explanations of personnel-related requirements, regulations, and procedures to supervisors and managers. Determines the necessary steps to perform the full range of administrative functions associated with recruitment, reassignment, promotions, classification, employee relations, performance management.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of conventional analytical and evaluative methods and techniques for evaluating the efficiency and effectiveness of program operations using accepted methods and procedures common to the organization or area of responsibility, knowledge of and skill in applying conventional methods to gather, analyze, and evaluate information concerning management processes, draw conclusions, and recommend appropriate action, and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a major field of study appropriate to the specialization of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures, knowledge of common laws, regulations, instructions, policies, and precedents which affect the use of program and related support resources in the area studied, and conventional knowledge of accepted management and program analyst concepts, principles, and practices as they apply to organization operations, systems, and resources. OR EDUCATION: Successfully completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09, level is required to meet the time-in-grade requirements for the GS-11 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Conventional knowledge of accepted management and program analyst concepts, principles, and practices as they apply to organization operations, systems, and resources. Practical knowledge of common financial, budgetary, personnel, and operational plans and procedures. Ability to communicate effectively, both orally and in writing. Skill to access or locate information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. OTHER CONDITIONS OF EMPLOYMENT: This is a developmental position that leads to the full performance level. The incumbent will receive on-the-job training designed to provide the opportunity to perform the duties at the full performance level. The incumbent may be noncompetitively promoted to the next performance level upon (1) satisfactorily completing the training requirements (2) satisfactorily performing at the next performance level (3) meeting all OPM legal and regulatory requirements for promotion and (4) recommendation for promotion by the supervisor.
