Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. IOR SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of a wide range of civil engineering concepts, principles, methods, and practices sufficient to serve as a technical authority for complex civil engineering projects with unusual or difficult requirements. Knowledge includes advanced understanding of construction methods, materials, structural systems, hydraulics, site development, utilities, and specialized civil engineering components. In-depth knowledge of complex engineering calculations and the ability to interpret intricate engineering drawings, specifications, and resolve technical conflicts. Comprehensive knowledge that will provide and produce management advisory and technical services on substantive functions and practices. Knowledge that will produce and identify, evaluate, and recommend appropriate solutions that will resolve complex interrelated problems and issues and encourage understanding and acceptance of these findings and recommendations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of civil engineering principles, practices, methods, and techniques sufficient to provide advanced technical support for complex engineering projects involving multiple variables, non-standard conditions, or unusual requirements. 2. Knowledge of construction methods, materials, quality standards, and engineering industry standards used in complex building construction and infrastructure development, including the ability to identify technical issues, potential conflicts, and compliance with applicable codes and regulations. 3. Knowledge of business practices and market conditions as they relate to civil engineering program and technical requirements to assist in developing performance work statements, evaluate bid responsiveness, contractor responsibility, and contractor performance. 4. Skill in using advanced Computer-Aided Design and Drafting (CADD) software, specialized engineering applications, and creating complex engineering models and analytical tools to evaluate facility performance, infrastructure capacity, and system operations. 5. Ability to perform complex engineering calculations and analyses related to structural capacity, system performance, energy utilization, and other technical parameters of buildings and infrastructure components requiring specialized civil engineering knowledge. 6. Ability to communicate effectively both orally and in writing to develop comprehensive technical reports, studies, and assessments that analyze complex civil engineering problems, evaluate multiple alternatives, and provide detailed recommendations. Ability to plan, organize, and coordinate complex projects; establish standards and procedures; and develop prioritized recommendations based on technical criticality, risk assessment, cost-benefit analysis, and organizational objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
