About the Department
GENERAL DEFINITION AND CONDITIONING OF WORK:
Performs management and administrative work in planning and directing a year-round comprehensive aquatics program which includes three pool areas: one outdoor pool, one indoor competition pool, and a kid’s play pool.
An employee in this class plans and supervises the Smithfield Recreation and Aquatics Center’s aquatics program for the Town.
- Work involves planning and scheduling of activities, supervision of part-time and temporary staff, and contact with participants.
- The employee designs and modifies programs in concert with the requested needs of the community; recruits program staff; and supervises the successful implementation of such programs.
- Work is performed in accordance with departmental rules and policies and requires judgmental discretion in the application and interpretation of programs and procedures.
- Employee is subject to hazards in the parks and recreation areas including working in both inside and outside environments and in extreme temperatures and noise.
- Duties may also expose the employee to human body fluids and the work is covered by the OSHA requirements on bloodborne pathogens.
- Work is performed under the general supervision of the Recreation and Aquatics Center Director and is evaluated in terms of program effectiveness and through observation and discussions surrounding public acceptance
Position Duties
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
THE EMPLOYEE MAY PERFORM A COMBINATION OF SOME OR ALL OF THE FOLLOWING DUTIES AND OTHER DUTIES WHICH MAY BE ASSIGNED BY THE TOWN OF SMITHFIELD:
- Responsible for directing, coordinating, developing, and promoting townwide aquatics programs for special groups, individuals, senior citizens, disabled persons, swim clubs, high school swim team, etc.
- Organizes and conducts special training classes and special events.
- Supervises the marketing and promotion of the Aquatics Center (including developing promotional and informative materials).
- Develops and monitors the aquatics budget for both pools to include projected revenues and expenditures.
- Recruits, trains, and monitors the work of part-time and volunteer aquatics staff.
- Develops performance standards for employees and evaluates staff accordingly; supervise and participate in in-service training.
- Supervises the scheduling of the aquatics areas to maintain a balance among general public use and scheduled programs, rentals, school use, etc.
- Responsible for informing general public of scheduled events/programs, which may interfere with general use.
- Develops, supervises and maintains safety standards for the aquatics areas and monitors compliance.
- Develops, oversees and monitors a comprehensive pool maintenance program that maintains high water quality and facility cleanliness in accordance with health department rules and regulations,
- Decides application of chemicals, maintenance requirements, and repair needs of equipment.
- Develops maintenance guidelines and ensures compliance.
- Supervises procurement of aquatics chemicals, supplies, equipment and materials.
- Oversees swim meets/events and coordinates facility staffing, security, crowd control.
Minimum Qualifications
KNOWLEDGE, SKILLS, AND ABILITIES:
- Considerable knowledge in developing, planning and promotion of public aquatics programs/activities.
- Considerable knowledge of pool safety and health regulations.
- Considerable knowledge of regulations governing water treatment, chemical requirements and filtration operations.
- Ability to determine community aquatic programs needs and implementation of programs.
- Ability to establish and maintain effective working relationships with the public, community groups, high school swim team, and others.
- Possess strong oral and written communications skills.
Other Qualifications
EDUCATION AND EXPERIENCE:
- Bachelor’s degree from a four-year accredited college or university in recreation management, physical education, or related field and 3 to 5 years of experience in the operations of an aquatics program with managerial responsibilities; or
- Equivalent combination of education and experience.
- Demonstratable knowledge of fundamental practices in Aquatics
- Possession of current Red Cross or YMCA lifeguard, first aid, CPR, and AED certifications.
- Training as a pool operator (AFO or CPO), required.
- LGI and WSI certifications, required or must obtain within probationary period
- A valid North Carolina driver’s license.
- A successful candidate must pass a pre-employment drug screen, physical and background screening
