NATURE OF WORK:
Under the direction of the Assistant Town Manager, the Housing Director is responsible for the day-to-day management, administration, and operations of the Housing Department, including oversight of housing programs, compliance processes, and departmental staff. The position coordinates the implementation of housing policies and programs, maintains operational procedures related to deed-restricted housing, and oversees the management and personnel of the Village Court Apartments enterprise. The Housing Director ensures accurate administration of housing records, compliance with applicable housing guidelines and restrictions, and effective coordination with internal departments to support the Town’s community housing program objectives.

Position Duties

DISTINGUISHING CHARACTERISTICS:

  • Ability to communicate well with the appropriate Town of Mountain Village (TMV) staff, stakeholders and community members to achieve Town community housing goals.
  • Cultivate community partnerships and relationships with key organizations, businesses, and become the Town’s subject-matter expert on their goals and missions, as a means to develop engagement opportunities to further achieve Town housing initiatives.
  • Ability to be a big picture thinker along with tracking on deadlines, organization, administration of conditions and execution of approval documents.
DUTIES AND RESPONSIBILITIES: 
  • Ensures the Town of Mountain Village regularly and consistently achieves its adopted goals for community housing of the community.
  • Proactively proposes, develops and evaluates overall housing policy, housing plans, and housing programs for the town and develops successful strategies for implementation.
  • Provides oversight and management of all the town’s initiated public housing projects and programs. (ie Coyote Court, Meadowlark at Mountain Village, Village Court Apartments)
  • Oversees the Town’s community housing lottery processes and administers the disposition of residential real estate property obtained through the Town’s YES program and related town initiatives and programs including and not limited to administration of the Town’s employee down payment assistance program.
  • Manages and provides professional counsel and recommendations on the utilization of fee in lieu payments collected by the Town of Mountain Village and other town supported housing programs.
  • Identifies and searches out financial resources and ongoing sources of funding the Town’s housing programs and housing projects.
  • Provides leadership and oversight for Village Court Apartments staff and daily operations, including supervision, scheduling, and performance management. Ensures efficient property management practices, fosters a positive team culture, and supports professional development of staff. Oversees budgeting, compliance, resident relations, and long-term planning to maintain high-quality housing and community standards.
  • Maintains current knowledge of municipal housing practices, regulations, and program development through professional publications, training, conferences, and participation in relevant professional organizations.
  • Prepares and successfully implements the housing team’s annual work program through demonstrated and measureable action steps and ensures the work is completed in a timely, effective and fiscally responsible manner.
  • Ensures long range community housing related planning documents remain pertinent, relevant and up-to-date so that the community’s housing needs are addressed and makes recommendations for improvements when necessary.
  • Serves as staff to the Mountain Village Housing Authority  
  • Collaborates and seeks input from a diverse group of community and regional stakeholders to create housing policies and programs to meet the needs of the community and its residents.
  • Contributes to the efficiency and effectiveness of the department’s service to its customers by offering suggestions and directing or participating as an active member of the team
  • Actively works to progress the Town’s goal of zero waste and carbon neutrality by minimizing unnecessary consumption (of energy, water, paper, plastic, ink, etc.), seeking environmentally preferred products (e.g., reusable, recycled content, non-fossil fuel), and supporting environmental initiatives through participation, promotion, and accurate storytelling.
  • Additional duties as assigned. 
Administration:
  • Administers deed-restricted housing programs, including reviewing and qualifying applications for rental and purchase in accordance with applicable housing guidelines.
  • Coordinates with the Planning and Building Departments to ensure all deed-restricted units comply with applicable housing guidelines, oversees completion of required compliance documentation prior to Certificate of Occupancy, maintains accurate records of deed-restricted units, and monitors ongoing compliance with recorded deed restrictions.
  • Responds to public inquiries and provides guidance to applicants, buyers, sellers, and renters regarding housing programs and deed restriction requirements.
  • Coordinates housing program processes including lotteries, closing documentation with title companies, and preparation of required program forms and records.
  • Oversees compliance monitoring for deed-restricted housing programs, including investigating complaints and maintaining accurate program records and databases.
  • Maintains working knowledge of housing regulations and program requirements while supporting program administration, reporting, and coordination with relevant agencies.
  • Will prepare and administer the annual Housing Department budget.
  • Maintains the website for outreach and education and updating information and documents, including the list of available deed restricted purchase or rental opportunities in the Town. 
  • Help educate buyers and renters to understand the specifics of applicable deed restrictions for homes they’re interested in occupying.

Minimum Qualifications

Distinguishing Characteristics:
Responds to public and stakeholder inquiries while effectively managing multiple priorities, maintaining organized program administration, conducting research, preparing reports, and communicating clearly both verbally and in writing. Collaborates with internal departments and external partners to implement housing policies and programs, develop recommendations, develop education and outreach campaigns and ensure projects and initiatives are completed accurately, on time, and within budget.
MINIMUM QUALIFICATIONS:
College degree in relevant and related housing/land use/urban regional planning, public administration/policy disciplines. At least three years broad-based level housing/planning/development experience preferred or equivalent experience or knowledge of local government, housing authorities, legal covenants or similar. At least 3-5 years previous supervisory experience. 
Strong organizational and administrative skills with the ability to prioritize a dynamic work program.
Demonstrated community housing program administration and development.
Resort community experience desirable.
Licenses/Certification(s):
Possession of a valid Colorado State Driver’s License is required.

KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of: Principles and practices of community development and redevelopment; legal conveyance of the property by different types of deeds; Town zoning and state/federal regulations applicable to housing; municipal budgeting and cost control methods; goal setting; financial and public and private partnership projects that may include state or federal funding; planning principles, maps, zoning, architectural blueprints, and record maintenance; excel and other software applications are used to analyze statistical data; advanced writing and editorial skills.

Skills in: Researching and analyzing community planning project components; compiling statistical information; reading and interpreting construction plans; preparation of project specifications; budgeting multi-million dollar projects; forecasting; strategic planning and managing multiple large projects concurrently; working independently and collaboratively in fast-paced team environments; effective oral and written communication; working successfully and providing good customer service to other directors, Town Council, Town staff, the public, community organizations, and other government entities.

Environmental Factors: Work is performed in a standard office environment using standard office equipment. Position involves competing demands, performing multiple tasks at once, and working to meet deadlines.

Physical Factors: While performing the duties of this job, the employee is frequently required to sit for extended periods of time. Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer and printer. Must be able to attend meetings at various sites within the Town and to inspect various work, building or construction sites. Must have the strength to lift and carry materials and equipment up to 25 pounds, adequate vision to read printed materials and a computer screen, and sufficient hearing and speech to communicate in person and over the telephone and/or radio.
