Duties
The Facilities Property Worker Foreman makes general plans and schedules work assignments. The incumbent will perform much of the work without continuous direct supervision.
Serves as the unit supervisor and a member of the property maintenance crew, performing property maintenance work in a specified area. The property maintenance crew consists of 2 to 10 employees (TVA annual employees or staff augmented contract employees) who provide: labor; truck driving; tractor operation; operation of light duty construction equipment (compact track loaders, compact excavators, bull dozers); operation of commercial grounds maintenance equipment; operation of inboard and outboard boats; repair of roads, grounds, and facilities; minor construction work; preventative and corrective maintenance at transmission and distribution facilities; and other duties as required. While performing supervisory and administrative duties, the Facilities Property Worker Foreman works with the crew performing similar tasks.
Provides daily planning and organization of crew activities by determining specific job requirements. Makes work assignments, monitors progress, daily attendance, and individual performance/adherance to policy and job rules. Ensures the availability of tools, equipment, materials, and instructions for all activities. Coordinates regularly with contract companies for compliance regarding labor and service contracts/agreements.
Provides job safety leadership for the facilities property crew by leading safety meetings, pre and post job briefs, and 2 Minute Rule Discussions. Encourages good catches and recognizes/rewards property maintenance staff in consultation with management. Conducts routine workplace and equipment inspections and develops action plans for resolution to issues identified. Supports new employee orientation and training activities and occaisionally provides special training sessions as required for employees performing high hazard work. Ensures the availability of personal protective equipment, as required, for the work performed and monitors the safe and efficient operation of tractors, commercial mowers, chain saws, spray equipment, UTV’s, construction equipment, and powered hand tools.
Communicates frequently with immediate supervisor on workload, staffing levels, equipment condition, fleet vehicle condition, adequacy of training and the need for specialized training. Observes work performance and recommends modifications to work schedules and procedures as necessary. Documents or delegates the documentation of safety meetings and inspections. Documents employee attendance, time reporting, and performance. Works with immediate supervisor in personnel matters.

Qualifications
The Facilities Property Worker Foreman position requires the ability to organize and plan work, leading crews and individuals in the performance of daily activities. The incumbent must exhibit the ability to quickly address repair and service issues, expedite work and/or react to changes in plans that require modifications or reassignment of resources. The incumbent must be able to lead the facilities grounds crew and obtain the full cooperation of employees under their supervision.
The Facilities Property Worker Foreman must be capable of performing mathmatical calculations related to: the safe and efficient application of herbicides and pesticides, determining required material quantities and volumes based on site conditions (area, depth, cubic feet, cubic yards, tons), and grade calculations for cut/fill, desired slope.
The Facilities Property Worker Foreman must be familiar with the Facilities Management Standards for Grounds Maintenance and should be able to assess the site conditions and perform routine quality control and assurance checks for the maintained properties in their area.
The Facilities Property Worker Foreman should have a general knowledge of fertilizers, herbicides, pesticides, and plant pathologies for the recommendation of treatment strategies to improve plant health and vigor.
The Facilities Property Worker Foreman must be capable of operating a computer efficiently utilizing TVA’s Work Management Programs and Microsoft Software Programs. This includes managing email volume as well as utilizing calendar and meeting tools.
Education: Must have a high school diploma or equivalent and two or more years experience in grounds maintenance or general construction.
Reading: Must have the skill to read road and equipment warnings, directions, safety manuals, data sheets, and instructions for chemicals, first aid manuals, and maps.
Math: Must be able to add, subtract, multiply, and divide. Must be able to count, add, subtract, multiply, and divide inches and feet, mix chemicals according to directions (ounces, cups, etc...), and measure dimensions using a ruler or scale.
Writing: Must be able to write/print in order to fill out logs, accident reports, procurement and receiving documents.

The Facilities Property Worker Foreman supervises all annual and staff augmented trades and labor employees assigned to the crew.
