Key Responsibilities
Healthcare & Ambulance Tender Leadership
- Lead identification and evaluation of ambulance, emergency medical services (EMS), and healthcare tenders through GeM, CPPP, NHM, and state health portals.
- Manage the complete tender lifecycle for 108/102 ambulance services, hospital transport, and mobile medical units.
- Ensure compliance with technical and commercial requirements related to ambulance specifications, medical equipment, manpower, and response-time SLAs.
Financial & Commercial Management
- Oversee preparation and validation of financial bids including per-ambulance costing, per-kilometer / per-trip pricing, manpower costs, fuel, maintenance, insurance, and medical equipment depreciation.
- Ensure correct application of GST exemptions or applicability for healthcare services, TDS, statutory levies, and escalation clauses.
- Evaluate contract profitability, working capital requirements, and long-term financial exposure.
Compliance & Regulatory Governance
- Ensure adherence to healthcare-specific statutory requirements including Clinical Establishments Act, Motor Vehicle norms, biomedical waste rules, insurance, and state health compliance.
- Review and approve audited financials, turnover certificates, net worth statements, and statutory filings required for eligibility.
- Ensure audit readiness for government health authorities and funding agencies.
Stakeholder, ICP & Authority Coordination
- Coordinate with internal teams (Operations, Medical, HR, Legal, Procurement) for tender inputs.
- Liaise with ICPs, OEMs, ambulance fabricators, medical equipment suppliers, banks, and CAs for documentation and certifications.
- Act as the primary finance SPOC for negotiations and clarifications with state health departments and PSU hospitals.
