Job Summary
Lead end-to-end tender identification, bid preparation, and submission for O&M contracts in water infrastructure, irrigation, and industrial utilities. Coordinate with technical, finance, and operations teams to ensure compliant and competitive bids.
Key Responsibilities
- Tender Identification & Bid Preparation
- Track O&M tenders from Water Resources, RWSS, WATCO, Lift Irrigation Schemes (LIS/MSDSS), WTP, ETP, and pump house O&M projects.
- Prepare technical bids including manpower deployment plans, equipment/spares lists, and preventive maintenance schedules.
- Prepare and submit financial bids through State e-Procurement portals, GeM, and CPPP.
- Documentation & Compliance
- Handle EMD, Bank Guarantees, affidavits, and qualification documents.
- Track corrigenda, rate revisions, and ensure post-award compliance.
- Stakeholder Coordination
- Coordinate with Executive Engineers, AEEs, and divisional offices for pre-bid meetings and site visits.
- Maintain a live pipeline of upcoming O&M tenders across Odisha, Chhattisgarh, and Jharkhand.
Required Skills & Qualifications
- 8+ years of experience in O&M or works-contract tender/bid management.
- Experience in water, irrigation, or industrial utility sectors preferred.
- Knowledge of State e-Procurement portals, GeM, and CPPP.
- Understanding of EMD, BG instruments, and technical qualification criteria.
- Familiarity with CLRA, ISMW Act, and PSARA documentation is an advantage.
Education
- Bachelor's Degree in Civil, Mechanical, Electrical Engineering or related discipline. MBA is a plus.
