The Office of the West Virginia Secretary of State (WVSOS) seeks an experienced professional to be the coordinator within the agency’s new Office of Entrepreneurship (OOE). The OOE was legislated into operation via SB 878 on March 14, 2026, with an effective date of July 1, 2026; this position is expected to start with the State’s pay-period calendar on July 13, 2026. The OOE is responsible for working with other state agencies to strengthen policies and programs supporting entrepreneurship, including assistance to entrepreneurs and small businesses less than five years old. Through an assessment of statewide entrepreneurship activities, the OOE will develop a first-year implementation plan outlining the intake, referral, and tracking processes with the assistance of government and non-government entities including, but not limited to, the Small Business Development Center, West Virginia One Stop Business Center, and entrepreneurial support organizations.

The Coordinator will serve in a varied capacity through the engagement of internal and external stakeholders in education, finance, government, business and entrepreneurial support organizations. A background in new business development or startups is considered valuable, as the Coordinator will be responsible in part for sourcing, cataloging, and reporting on related data and its statewide ramifications. The candidate will benefit from some familiarity with the West Virginia Entrepreneurship Ecosystem and associated communities of practice and support (private, government, and non-government).

Position Duties

Core Functions & Responsibilities

  • Collaborate with government agencies and non-government entities to exchange best practices, collect and compare data, and develop recommendations for policy improvements that support entrepreneurship activities.
  • Provide an annual report to the Joint Standing Committee on Economic Development.
  • Research, collect, and analyze statewide data on entrepreneurial activity.
  • Work with the Communications Division to develop a content communication plan, including online materials for public use and education.
  • Plan and coordinate informational workshops and events for entrepreneurs across the state
Demonstrated Knowledge/Skills/Abilities
The Coordinator will operate in conjunction with the WVSOS Business Division Director in the One Stop Business Center located in Charleston, WV, with strategic oversight and input from the Secretary of State, Chief of Staff, and General Counsel. This role requires an active self-starter who is able to proceed confidently with minimum supervision. An individual with a personable approach to networking and collaboration capable of managing a project from start to finish, as well as the capacity to multitask is preferred. Familiarity with data sets, digital tools, pivot tables, and data visualization is an asset. Additionally, knowledge of the mission, vision, and organizational structure of the West Virginia Government agencies is desirable.

Minimum Qualifications

Education and Experience 
Master’s degree or equivalent related to business, management, research, economics, statistics, or other applicable field is desired; Five years of relevant experience.

Candidates without the desired level of education are not dissuaded from applying but should provide a narrative of their relevant experience that qualifies them to fill the position.
