At the Department of Public Safety, Office of Management and Finance, Human Resources Management, our mission is to provide a professional and responsive approach to Public Safety Services' human resources needs in the program areas of policies and procedures, benefits administration, classification and compensation, employee administration, and human resources-related training and development.

We’re looking for a Human Resources Analyst A-C to serve as the first point of contact at the agency, creating a welcoming environment for clients, patients, and visitors and providing administrative support that keeps our front office running smoothly.

Position Duties

Three years of human resources experience; OR

Six years of full-time experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

Administer the Personnel Administration program for DPS, and the State Police Commission. Coordinate and process personnel actions and forms including onboarding/hiring, transfers, promotions/demotions, changes in duty station, details to special duty, market adjustments, longevity increases, compensatory payouts and voluntary resignations, etc. Review personnel actions, prior to processing, for completeness and accuracy and for any supporting documentation needed. Certifies action after determining applicable rules have been met. Determine priority of workload and established procedures for processing and entering personnel actions in an efficient manner in accordance with established guidelines and procedures. Ensure compliance with Civil Service/State Police Commission rules and regulations, Executive Orders, departmental policies and procedures as well as state and federal laws on all Personnel actions. Receive and resolve issues related to personnel actions for assigned areas of responsibility. Complete monitoring reports and send reminders to agency supervisors regarding employee work contract expiration dates, such as probationary periods, job appointments, WAE appointments, and details to special duty expirations and upon eligibility for reallocation in a CPG Process market adjustments, longevity pay increases, and compensatory leave payouts in accordance with Civil Service Rules and State Police Commission Rules or any applicable departmental pay rules with special attention paid to allowable pay range maximums. Maintain necessary knowledge of state retirement plans to ensure employees are placed in correct plan upon hire, rehire, transfer, promotion, etc.

 Post announcements for job vacancies in La Careers according to request of the hiring manager and in accordance with applicable rules and regulations. Upon receipt of certificate of eligible applicants, refer the list to the hiring manager. Analyze minimum qualifications and applicant’s qualifications to determine appropriate level of CPG the applicant meets. Send request for job announcements to the State Police Commission for posting. Request Certificates of Eligibles and prepares Certificates of Eligibles for return to the State Police Commission ensuring that appointments comply with State Police Commission rules and departmental affirmative action plan. Upon receiving a certificate of eligible from the commission, provide latest PES rating to the commission as requested by State Police.


Request PES planning sessions upon hire of new employee in accordance with applicable Civil Service or State Police Commission rules. Follow up with the hiring manager or the chain of command to ensure the planner is completed and submitted to HR. Track receipt of annual PES documents and enter ratings and the next year planner into La Gov HCM. Perform other related duties as assigned.

Compensation: The salary offered will be determined based on qualifications and experience.   Special Entrance Rate for these titles are as follows: 
Human Resource Analyst A-$1616.00 Bi-weekly
Human Resource Analyst B-$1728.80 Bi-weekly
Human Resource Analyst C-$1944.80 Bi-weekly
