About the Department

The Iowa Department of Health and Human Services (HHS), Division of Community Access, Bureau of Economic Assistance is seeking a Compliance Officer 2 to join our team!

The position serves in a centralized compliance and federal coordination role supporting Iowa’s eligibility and IT system transformation initiatives. The role functions as the primary subject matter expert (SME) for federal compliance requirements, system certification processes, and intergovernmental coordination with federal oversight agencies including CMS, USDA/FNS, and ACF.

Tasks involved include:

  • Monitor contract compliance with federal and state law, rules, and program requirements.
  • Review and approve contractor operational procedures, implementation plans, communications, and other required documentation to ensure contractual compliance.
  • Conduct and facilitate formal monthly contractor oversight/operations meetings and develop communication and tracking tools.
  • Determine contractor compliance with contractual requirements to assure contract deliverables and performance measures are being met in alignment with the division’s strategic plan. When failure to comply, initiate corrective action plans or termination in collaboration with the Division Director or designee.
  • Serve as a liaison for communication between state and federal partners.
  • Serve as subject matter expert with the Leadership team and the Division Director to assist in confidential decision-making pertaining to contractual compliance; development of aligned strategies to improve care and services; modification of capitation rates etc.
  • Identify complex and sensitive problems and review related information to develop and evaluate options and implement solutions. In addition, coordinate with the Program SME for assigned contract areas as policies and procedures are drafted and best practice is defined.
  • Lead the development of requests for information, requests for proposals, and associated materials to implement Medicaid service and system procurement priorities as identified in the federally approved Advanced Planning Document (APD).
  • Maintain a centralized state library of federal guidance, webinar materials, and reference documentation.

Successful candidates will:

  • Have a HHS background and familiarity with economic assistance programs
  • Have self-directed proven project management skill sets for complex/large scale initiatives.
  • Comprehend and apply state and federal code within the eligibility programs.
  • Understand and interpret federal and state requirements and process requirements pertaining to federal eligibility programs, funding and contracts.
  • Detail oriented and able to handle multiple tasks efficiently and effectively. Communicate effectively through a variety of mediums with internal and external audiences to inform and continually foster productive relationships.
  • Proven PC skills including Windows and Microsoft Applications

Minimum Qualifications

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1)Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time work in investigative or closely related work which involved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations.

2) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to five years of full-time, professional-level work involving the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review as determined through internal audit or analysis of the level of compliance to program requirements.

3) Graduation from accredited school of law and experience equal to two years of full-time work as described in number one or two or in the practice of law.

4) A total of nine years of education and/or full-time experience (as described in number one, two, or three), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.

5) Current, continuous experience in the state executive branch that includes experience equal to two years of full-time management/supervisory work in the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review.

6) Current, continuous experience in the state executive branch that includes experience equal to eighteen months of full-time work as a Compliance Officer 1.
