Role Overview:
Credentials encompass the policies and processes that ensure secure credential issuance. The Executive Director plays a pivotal role in leading the management and delivery of key programs and initiatives, ensuring the Credentials department meets or exceeds its strategic goals, performance measures, and continuous improvement objectives. In this role, you will develop and implement effective policies and procedures for all credential‑related programs, ensuring alignment with statutory requirements and advancing process efficiency. You will also identify, analyze, and evaluate organizational performance and areas of operational risk, enhancing or developing programs that support the agency’s mission.
Salary:
The salary for this position traditionally starts at $93,002 but may be commensurate with education and experience.

A Day in the Life:
Duties include:
- Establish operational initiatives that align with the agency strategic plan and that improve security, efficiency and customer experience.
- Maintain compliance with state and federal statutes/regulations and BMV policies related to credential programs.
- Work cross-functionally with agency leadership and stakeholders to ensure the vision and direction of the Credentials Department is met in accordance with overall agency goals.
- Mentor and develop staff using a supportive and collaborative approach: assign accountabilities; set objectives; establish priorities; and monitor and evaluate results.
- Provide effective and inspiring leadership by being actively involved in all operations and services, developing a broad and deep knowledge of all operations.
- Maintain continuous lines of communication, keeping the Deputy Commissioner informed of all critical issues.
- Oversees agency initiatives and special projects related to Credential programs.
- Establishes and implements new practices to improve efficiency and accuracy.
- Works closely with law enforcement agencies and BMV Fraud and Security concerning suspected fraudulent activity.
- Analyzes operational needs and creates manageable solutions.
- Maintains extensive knowledge and expertise regarding Indiana code, regulations, policies, and procedures.
- Audits data warehouse reports, validates information, and works to develop new analytical data as needed.
- Audits and directs agency standard operating procedures. Ensures accuracy of documentation including the Credential Manual, Driver’s Manual, and website.
- Performs related duties as assigned.
- Regularly evaluate business practices, process improvements and accuracy.
- Periodically review Indiana Code and Indiana Administrative Code related to credential programs and propose additions, amendments and deletions.
- Develop and maintain communication standards to best inform internal and external customers and stakeholders.
- Represent the Bureau at meetings and conferences held by organizations that are reliant on Indiana’s credential-related programs.
- Engage and actively participate in motor vehicle industry organizations that add value to the Bureau’s credential business and support Indiana’s leadership in security and issuance.
- Identify opportunities for federal grants and propose in-scope projects that improve Bureau processes.
- Coordinate process and product testing with Credential Management and the credential print farm periodically and as updates are applied.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Credentials:
- Bachelor’s degree or equivalent depth of experience in identity‑related, credential‑related, or operational business environments.
Additional qualifications:
- Comprehensive knowledge of the Bureau’s mission, policies, operational functions, and organizational responsibilities.
- Broad understanding of statutory and regulatory frameworks related to identity management, credential issuance, and secure identification processes.
- Strong familiarity with state government operations, including administrative, managerial, budgetary, and personnel policies.
- Ability to assess issues, evaluate impacts, and design or refine programs, policies, long‑range plans, and strategic initiatives to improve efficiency and service delivery.
- Capability to manage complex workflows, concurrent projects, and time‑sensitive priorities while maintaining high standards of quality.
- Expertise in analyzing operational processes to identify risks, gaps, or opportunities for enhancement.
- Proficiency in developing and maintaining effective working relationships with internal partners, external stakeholders, and cross‑functional teams.
- Effective verbal and written communication skills suited to diverse audiences and organizational needs.
- Capacity to navigate conflict resolution and facilitate solutions that support organizational objectives.
- Ability to provide leadership, guidance, and support to professional and clerical team members in alignment with organizational expectations.
- Demonstrated capability to make sound decisions under pressure while meeting deadlines and maintaining organizational alignment.
- Extensive knowledge of credentialing processes, licensing systems, identity verification technologies, and secure documentation standards—or ability to quickly acquire proficiency in these areas.
- Understanding of system requirements, verification workflows, and documentation standards applicable to identity and credential operations.
- Ability to perform essential functions with or without reasonable accommodation.
