The Department of Economic Security, Division of Technology Services (DTS), is seeking an experienced and highly motivated individual to join our team as a Systems Network Manager Senior (Technical Delivery Manager). This position provides IT technical delivery leadership supporting major application modernization initiatives at Department of Economic Security (DES). The position leads large scale technology modernization projects, managing large cross functional technical teams and overall technology management. Responsible for leading and coordinating teams in the areas of core business application and integration engineering, data migration, business intelligence, quality assurance and directly leading and managing IT teams supporting distributed applications. coordinate all infrastructure and security efforts and acts as a dedicated technical liaison to business partners and implementation partners. This position provides oversight of all technical teams both internal and external staff.
This position may offer the ability to work remotely within Arizona based upon the department's needs and continual meetings of expected performance measures.

Job Duties:
Essential Responsibilities include but are not limited to:
• Oversee software engineers and technical leaders for all distributed systems across the agency to understand subsystem and component specifications and recommend changes to facilitate efficient and effective development. Review design and code of existing systems to determine potential issues and provide suitable recommendations to improve code quality. Integrate test sessions of components and subsystems on test and production servers.
• Design and document subsystems and system components consisting of several objects working together to execute an encapsulated function of the larger system. Implement and debug subsystems and components.
• Determine and communicate the implications of system-level decisions on subsystems and components and help determine how best to mitigate or take advantage of these implications. Determine and communicate the requirements and capabilities of components within the context of the larger system, project, and team.
• Develop and review the technical designs for the multiple systems. Ensure modifications to the technical design comply with the technical standards of the State and project. Develop standard operational reports to be designed into the systems. Participate and approve all aspects of database, development, infrastructure, and security management. Review and approve technical and architecture documentation.
• Oversee management of the team’s technical infrastructure (e.g., repository, build system, testing system) under guidance from the engineers or other project leads. Perform tasks efficiently and work together with team to ensure project success.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
• Technical systems architecture experience.
• Visual user interface(s), application logic, database design and web services construction on the Microsoft Windows platform.
• Most effective and efficient product development using Microsoft C#, ASP.NET, .NET, MS SQL Database (including SQL Server Reporting Services) and TFS (Team Foundation Server).
• Prior experience in code development, database/script development, unit testing, source code management, build management, integration testing, and deployment.
• Complex IT infrastructure components. Operating systems, system security, and database management and Application Development technologies and trends.
• IT processes including Incident management, change management, configuration management, capacity management, service continuity management and troubleshooting.
• Methodologies and practices of IT infrastructure management, Operational frameworks and governance methodologies such as ITIL, ITSM and other standardized operations frameworks.
• Substantial knowledge of information technology interdependencies across Information Technology disciplines.
• Integrate new concepts, practices, and emerging technologies into strategic planning process.
Skill in:
• Progressive technical leadership in designing, building and implementing medium to large scale software systems.
• Building and deploying highly scalable, secure web based digital applications using n-tier architecture.
• Implementing data-driven applications utilizing significant relation database engines.
• System Development Life Cycle (SDLC) and software development methodologies like waterfall, iterative and agile.
• Managerial skills and experience of Software Engineering experience using technologies including C#, .NET, MS SQL and Java/J2EE
• Experience in executing projects using agile and DevOps frameworks using cloud infrastructure.
• Communicating (Verbal and Written) effectively with technical, no-technical staff and business stakeholders as needed or directed.
• Deployment and configuration on a shared data center model and knowledge of disaster recovery architecture.
• Executing Artificial Intelligence (AI) projects.
Ability to:
• Maintain alignment of technical teams to business and technical delivery expectations, and act as a point of contact for escalations and leadership communications for all technical efforts.
• Translate highly complex concepts in ways that can be understood by a variety of audiences
• Influence senior leadership to adopt new ideas, products, and/or approaches
• Function as a mentor for software engineers, quality engineers, architects providing assistance where needed
• Collaborate with senior management in terms of supplying input for key design and architecture decisions, as well as work estimation and resource planning

• This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

• Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.
• Bachelor's degree plus 8 or more years of related experience plus 3 or more years of management experience (or equivalent experience).

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
