The DES, Division of Child Support Services (DCSS) is seeking an experienced and highly motivated individual to join our team as a Business Analyst Senior with the Systems and Automation Administration (SAA). This position is responsible for providing subject matter expertise as a high-level technical resource; and serving as a lead in complex projects, analysis, design, testing and implementation of major development projects.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Essential Duties and Responsibilities include but are not limited to:
- Coordinate and oversee the work of large, complex projects.
- Act as primary liaison between the Information Technology department and multiple business units.
- Support the organization’s key business processes and applications and recommend business process redesign where applicable.
- Gather and document business requirements for large, complex projects.
- Translate requirements into business, functional and use case documents for large, complex projects.
- Provide functional expertise to developers during the design and construction phases of projects.
- Prepare and deliver informative, well-organized presentations and project status reviews to stakeholders including process owners, customers and stakeholders.
- Maintain business systems standards by applying project management methods, tools and processes as standard practice.
- Develop and execute comprehensive system test plans, conditions, test scripts, and test cases.
Knowledge, Skills & Abilities (KSAs):
Knowledge in:
- Considerable working knowledge of methodologies and techniques for systems analysis and design, business process modeling, requirements gathering, quality assurance, and software development.
- Information technology related to the assignment.
- Leadership business analysis principles and practices.
- Business development and identification of "add-on" opportunities as they relate to a specific project.
- Proficiency with Business Analysis Body of Knowledge (BABOK).
Skills in:
- Proficient analytical skills to evaluate information gathered from multiple sources, consolidate details and extract to functional requirements.
- Leading project meetings and design sessions.
- Communicating difficult information tactfully and effectively.
- Understanding of mainframe, web, and client/server systems architectures.
- Excellent interpersonal, written and oral communication skills.
Ability to:
- Effectively translate user requirements into business, functional and test scenarios for projects of various sizes and complexity.
- Balance, prioritize and organize multiple tasks.
- Understand system capabilities.
- Maintain awareness of new and emerging technologies.
- Identify opportunities for use of solutions to improve efficiency and reduce waste.
- Work collaboratively in teams and across organizations.
Selective Preference(s):
The ideal candidate for this position will have:
- Bachelor’s degree and/or 10 years of experience in business analysis (or equivalent experience).
- PMI certification, Scrum Master, Lean or Six-sigma a plus.

- Arizona Level One Fingerprint Clearance Card.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
