A. Role Summary
The Head – Standards & Development is a senior leadership role responsible for driving the design, development, review, and alignment of national occupational standards, qualifications, and assessment frameworks, seamless coordination, regulatory compliance, timely submissions, review, approval, improvement of qualifications & curriculums and quality assurance as per NCVET guidelines.
B. Key Responsibilities
1. Standards & Qualification Development
· Lead the end-to-end development of Qualification Packs (QPs), National Occupational Standards (NOS), Model Curriculum, and Assessment Criteria aligned with NSQF levels.
· Ensure compliance with NCVET regulations, guidelines, and quality benchmarks.
· Conduct periodic review and revision of existing qualifications based on industry feedback, technological advancements, and regulatory updates.
· Integrate industry best practices, safety standards (including OSHA/BS where applicable), and emerging skills into qualification frameworks.
2. Content Development & Data management
· Oversee development of curriculum, training content, learner guides, and trainer manuals.
· Ensure integration of theory, practical, and outcome-based learning modules.
· Promote inclusion of emerging areas such as disaster management, safety protocols, and sustainability practices.
· Maintain comprehensive documentation of all qualifications, revisions, and submissions.
· Generate reports for internal leadership and regulatory bodies.
· Track timelines, milestones, and approval status of qualifications.
3. NCVET Coordination
· Act as the Single Point of Contact (SPOC) between the awarding body and NCVET.
· Manage submission of qualifications on relevant platforms KaushalVerse / NQR / SIDH.
· Coordinate for approvals, clarifications, observations, and compliance requirements from NCVET.
· Ensure timely response to NCVET communications, audits, and review meetings.
· Maintain updated records of all submissions, approvals, and revisions.
· Coordination with NSDC on qualification related issues.
3. Regulatory Compliance & Quality Assurance
· Ensure all qualifications meet NSQF level descriptors, credit frameworks, and outcome-based learning requirements.
· Establish internal quality assurance mechanisms for qualification development and assessment design.
· Support NCVET audits, inspections, and monitoring processes.
· Develop SOPs, guidelines, and templates for standardization across qualifications.
4. Industry Engagement & Validation
· Liaise with industry experts, Sector Skill Councils (SSCs), and subject matter experts (SMEs) for validation of standards.
· Organize workshops, focus groups, and consultations for industry alignment and NOS committee of SSDF.
· Ensure qualifications reflect real-world job roles, occupational safety, and skill requirements.
7. Team Leadership & Capacity Building
· Lead and mentor the standards and content development team.
· Build internal capability on NSQF alignment, qualification design, and regulatory compliance.
· Coordinate cross-functional teams including assessment, operations, and training departments.
C. Key Deliverables
- Timely development and approval of QPs/NOS aligned with NCVET standards.
- Successful migration and compliance of qualifications on NQR/KaushalVerse.
- Zero non-compliance observations during audits.
- Strong industry-aligned and outcome-based qualification frameworks.
D. Qualifications & Experience
- Degree in Engineering, Management, or related field.
- Certification or specialization in NSQF/competency-based education is preferred.
- Minimum 4 years of relevant experience in skill development, qualification design, or academic standards.
- Prior experience working with NCVET, SSCs, or awarding bodies is highly desirable.
- Proven experience in handling regulatory compliance and stakeholder coordination.

- Quality and completeness of documentation.
G. Additional Responsibilities
- Stay updated with policy changes, national skill initiatives, and global best practices.
- Represent the organization in regulatory and industry forums.
- Support strategic initiatives related to skill ecosystem development.
H. Working Relationships
- Internal: Assessment Team, Training Team, Operations, Compliance
- External: NCVET, SSCs, Industry Experts, Academic Institutions
G. Renumeration – Will be as per industry norms & experience.
