It requires the management of the annual district budget, collaboration with schools and departments on budget development and monitoring, maintenance and improvement of financial systems and procedures, and oversight of the transportation and food service programs and district real estate swing space needs.
CSDE Educator Certification Requirements:
- CT CSDE School Business Administrator certification (085), or eligibility, preferred.

Note: Teachers dually certified in TESOL, Bilingual Education or ESL, with experience in Sheltered Instruction or fluency in a language other than English, will be given preference for all Stamford Public School positions.

Job Description
Chief Financial Officer
General Statement:
The Chief Financial Officer is responsible for the efficient and effective leadership of the Finance
Department of the school district. It requires the management of the annual district budget, collaboration
with schools and departments on budget development and monitoring, maintenance and improvement of
financial systems and procedures, and oversight of the transportation and food service programs and
district real estate swing space needs.
The Chief Financial Officer reports to the Superintendent of Schools.
Major Responsibilities:
Directs all aspects of the following areas:
1) Manages Financial Resources
i) Evaluates and Manages Financial Performance (20%) – Evaluates program and services
effectiveness; determines and measures cost drivers; determines critical activities; evaluates new
programs and services; manages continuous cost improvement; operates controls and monitors
compliance with internal controls policies and procedures; designs and implements control
activities; monitors control effectiveness; remediates control deficiencies; creates compliance
function; operates compliance function; collaborates with central office colleagues to perform
return on investment analyses.
ii) Performs Planning, Budgeting, Forecasting (15%) – Develops and maintains budget policies and
procedures; prepares periodic budgets and plans; prepares periodic forecasts; performs cost
accounting and control; performs inventory accounting.
iii) Bids, Contracts and RFPs (15%) – Administers bidding process and contracts for vendor
performance/compliance within established policies (e.g., prepare specifications, evaluate bids,
recommend vendors, conduct bid meetings, etc.) for the purpose of securing items and or
services; manages RFP process for facilities and facilities management services.
iv) Performs Financial Reporting (10%) – Prepares departmental financial statements; prepares
consolidated financial statements; performs departmental reporting/ review management reports;
performs consolidated reporting/ review of cost management reports; prepares statements for
board; produces quarterly/annual filings and public reports; produces regulatory reports.
v) Performs General Accounting (5%) – Manages policies and procedures; negotiates service level
agreements; establishes accounting policies; sets up and enforces approval limits; establishes
common financial systems; maintains chart of accounts; processes journal entries; processes
allocations; posts and reconciles interagency transactions; reconciles general ledger accounts.

vi) Supervises and Evaluates Transportation Program (5%) – Supervises work of Transportation
Manager to ensure safe, efficient, and fiscally responsible operation of Transportation Program,
including selection and oversight of vendor, and coordination with school leadership and other
departments to meet transportation needs.
vii) Supervises and Evaluates Food Service Program (5%)– Supervises work of Food Service vendor
to ensure high quality, fiscally responsible operation of Food Service Program. Ensures
compliance with local, state, and federal rules and regulations regarding food service.
Coordinates with school leadership and other departments to meet food service needs.
viii) Capital Planning (5%) – Works with Facilities Department on capital planning, approval
and implementation of expenditure plans and budgets; assists in the development of capital
projects.
ix) Processes Accounts Receivable (AR), Adjustments, Expenses (5%) – Establishes AR policies;
prepares AR reports; manages and processes collections; manages and processes adjustments and
deductions; serves as a liaison with the City to process payroll.
x) Processes Accounts Payable (AP) (5%) – Verifies AP pay file with purchase order vendor master
file; maintains/manages electronic commerce; audits invoices and key data into AP system;
approves payments; processes financial accruals and reversals; researches/resolves payroll
exceptions; processes payments.
2) Other Duties (10%)
i) Coordinates with and responds to Board of Education, City Departments and City Boards –
Controller’s Office, Planning Board, Board of Finance, and other Boards.
ii) Represents the Superintendent of Schools as needed.
iii) Works with relevant city and BOE personnel to manage district Real Estate needs, including
swing space.
iv) Performs additional duties as determined by the Superintendent of Schools.

reports.
• Strong record of budget development/administration & understanding financial resources.

• Exceptional oral and written communication skills and a proven track record of working
collaboratively with multiple and diverse constituencies.
• High standards of ethics, honesty, and integrity.
• Working knowledge of and/or demonstrate the ability to learn and implement Operating Systems (i.e.
Windows, Chrome); Productivity Software (i.e. Microsoft Office Suite - Word, Excel, PowerPoint;
Google Workspace - Docs, Sheets, Slides, Gmail; Adobe Acrobat); Communication and
Collaboration tools (i.e. Google Meet, Zoom, Microsoft Teams); Accounting Software (i.e. Oracle,
QuickBooks); Student Information Systems (i.e. Naviance, Power School, CT-SEDS); or any other
technology deemed relevant for this position.
Qualifications:
• CT CSDE School Business Administrator certification (085), or eligibility, preferred.
• Advanced degree in management, finance and/or accounting.
• Minimum five (5) years successful experience in management of fiscal departments.
• Strong internal and external communications, interpersonal and problem-solving capabilities.
Work Year:
12 months in keeping with contracts for executive management personnel
