We are seeking a skilled and experienced Program Manager to join our team!
The Program Manager will provide Program Management Support (PMS) Advisory & Assistance Support (A&AS) to the Defense Threat Reduction Agency (DTRA), Research and Development (RD) Directorate. This role requires leadership in delivering programmatic, financial, and policy expertise across the Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives (CBRNE) spectrum in support of Countering Weapons of Mass Destruction (CWMD) mission objectives.

The Program Manager will serve as a trusted agent, ensuring objective, unbiased support while coordinating across RD departments and other DTRA Directorates to execute complex, high-impact programs.


Key Responsibilities
·        Provide overall leadership, direction, and accountability for execution of PMS A&AS support across the RD Directorate. 
·        Manage program planning, execution, and performance monitoring to ensure alignment with mission objectives, contract requirements, and strategic priorities. 
·        Serve as the primary interface between the Government and contractor team, ensuring effective communication, responsiveness, and delivery of high-quality support services. 
·        Oversee programmatic, financial, and policy analysis supporting CBRNE and CWMD initiatives. 
·        Coordinate and integrate efforts across RD departments, including Chemical and Biological Technologies (RD-CB), Counter WMD Technologies (RD-CX), Nuclear Technologies (RD-NT), Operations (RD-OP), and Test and Assessment (RD-TS). 
·        Ensure effective collaboration with the Science & Technology Support (STS) A&AS contractor as an associate contractor, resolving issues and elevating concerns to Government leadership when necessary. 
·        Lead program reviews, briefings, and reporting activities, providing actionable insights and recommendations to senior stakeholders. 
·        Ensure compliance with all applicable policies, procedures, and security requirements. 
·        Manage program risks, issues, and dependencies, implementing mitigation strategies to maintain program performance. 
·        Oversee resource allocation, staffing, and contractor performance to ensure efficient and effective program execution. 

Qualifications
·       Bachelor’s degree in Engineering, Science, Business Management, Public Policy, or a related field (Master’s degree preferred). 
·       Minimum of 10–15 years of progressive experience in program management, including support to DoD or federal government programs. 
·       Demonstrated experience supporting CBRNE, CWMD, or related national security mission areas. 
·       Proven ability to manage complex, multi-disciplinary programs involving technical, financial, and policy components. 
·       Experience providing Advisory & Assistance Support (A&AS) or similar consulting support to government clients. 
·       Strong knowledge of DoD acquisition processes, program management frameworks, and financial management practices. 
·       Demonstrated ability to coordinate across multiple stakeholders and organizations in a high-tempo environment. 
·       Excellent leadership, communication, and briefing skills, including experience engaging senior government officials. 
·       Active SECRET clearance (minimum), with the ability to obtain/maintain higher clearance if required. 

Preferred Qualifications
·       Project Management Professional (PMP) or equivalent certification. 
·       Prior experience supporting DTRA or similar organizations within the CWMD mission space. 
·       Familiarity with RD Directorate operations and Science & Technology program environments.
